If 9/11 didnt happen, it is highly unlikely that Iraq was invaded. If nothing else, Stargate-verse USA has had a competent administration for at least 8 years.
We know the Columbia didn't explode? It was never explicitly stated. Hammond explicitly stated 9/11 happened in an episode sometime last season.
 Episode, please?

Neither the Columbia exploding or 9-11 has ever been said. We can GUESS 9-11 happened due to Sheppards backstory about disobaying orders in Afghanistan and the argument between Weir and O'Neill over it. But there is nothing explicate about it.

Columbia is unlikely, simply because of how much of a fluke it was. The Shuttle program in the Stargate universe has been interupted and changed around so much that its unlikly the same series of events took place.

Hell, I would expect NASA's funding for operational missions like the shuttle to slowly be reduced lower and lower, in preperation for disclosure of stuff like the BC-303 and comerical derivitaves of the technology. God, think what a boost the space industry is going to get when the SGC finaly go's public with everything....

First job, smite those Martians and their green cylinder launching system!

If I knew, I would have said the episode. Something about security and how the world is different because of 9/11. Gateworld hasn't bothered to put any interesting plot points up for season 7 yet.

SGA just plain rocks, McKay and the Czech dude are my absolute favourites, but I'm not too crash hot on Dr Weir ... just what is she a doctor in exactly anyway?

Weir started out a political activist, apparently, and moved on to lobbying... one would presume her Ph.D is in some kind of diplomacy or international relations, something of the sort.
Gateworld Omnipedia Entry wrote: WEIR, ELIZABETH
Commander of the Atlantis expedition to the Pegasus Galaxy. An expert in international politics, Dr. Weir is a civilian and a diplomat who is well known for mediating for the United Nations. When President Henry Hayes took office in 2004, he placed her in command of the S.G.C. after moving General George Hammond to a new position. After standing up to Vice President Kinsey and his agenda to take control of the Stargate program, Weir led a total review of the Stargate program over the following months.

Upon the promotion of Jack O'Neill, Weir was transferred to the Ancient outpost of Atlantus, left behind in Antarctica when the city of Atlantis left the planet between five and 10 million years ago. When Daniel Jackson discovered the Stargate address for Atlantis, Weir led the pioneering team through the gate.

Weir's work in diplomacy was referenced by Dr. Jackson when drafting the initial treaty for the Tok'ra-Earth alliance. She speaks five languages, including Russian and Latin (the latter of which is very similar to Ancient). Weir brokered a dozen of the most sensitive international treaties in modern times, and President Hayes used her mediation in North Africa to sway her into her new job.

Weir has a serious aversion to the military, having started her career as a political activist lobbying against government spending on the military. She concluded that, in her own words, the best way to stop the proliferation of weapons is to try and end the need for them. Now, in the distant Pegasus Galaxy where her expedition is seeking to improve humanity, she commands the base's military contingent.

Ahh, now that makes sense, there was a line in one of the eps about 'Baltic' negotiations that she was involved in. Sorry I've pretty much been introduced to SG universe via Atlantis.

No sweat. I've found that Gateworld is much the best source of information on all matters Stargate and Atlantis. It has links to other Sci-fi Channel shows as well, which's pretty convenient.
