I'd love to know why that's neccessery. The concept of the show is rather... unlimited in scope (Any location any time) All they need to discuss is if they plan to kill off main characters.

I think that the first series was hilarious with all the anachronisms. In one ep the Doctor finds himself on earth and matches wits with a Room sized AI supercomp with lots of spinning spools of mag tape, the funniest part was when, to test it's intelligence, the Doctor asked it what the square root of 2 was, and after giving a number, the Doctor said, "Yes that's just about right." It was hilarious given that I could find that square root on my wrist watch.

It already had a tractor beam or sucker though, didn't it? Some of the flying and assault Daleks need not have these though, they could easily have that hard point for extra weaponry.
They do indeed. I checked Destiny of the Daleks (Aren't I sad?) and one of them picks up a computer device about 40cm across with it. There is something there. There is also a neural connection in it for accessing computers. Incidentally they can pick up a ~0.5Kt mining change hold it between the two of them and limit the damage to themselves somehow.
