Can someone please explain the Stargate's dialing system?

It's like with the time it actually takes to travel through the wormhole. We have statements ranging from 'it's instantaneous' to 'it takes approximately 10 seconds' and them actually TRACKING stuff traveling (Valen only knows how they do THAT).
