I suppose it's theoretically possible that Lorgar custom-ordered the ship himself, after all, by the time of the Heresy he's been Batshit Bonkers for a good deal longer than Horus has. Years or decades is certainly within the realm of possibility, more than enough time for the
Abyss' construction to be well underway.
