That and also the female commander committed suicide right after her rescue (damage control?), and royally fucking up the timeline would've been the Martian water parasites inundating Earth.

The very fact that the Doctor actively opposes people trying to change history "as it should be" even in a fixed point in time means that he himself believes fixed point in time can be altered, but with consequences. For example in "Fires of Pompeii" where we first hear such a term, he actively stops the aliens from changing history. If the fixed point in time can't be altered he would just leave and let history take care of itself.

How do the Cracks, introduced and resolved in Season Five, factor into this? They are visible in places of the timeline that could be seen as fixed (history would've perhaps changed lot if the Daleks' effectors worsened the Blitz).
Anyway I personally think, while "Waters of Mars" was better than "TND" and "PoTD", "Children of Earth" was one of the better TV shows I watched in '09 and should've had the Hugo instead.
