Palpatine is clearly stronger in the Force, but that doesn't mean Vader couldn't control the Ring. The Ring's affinity for Sauron would be essentially nil in this scenario; its hold on the wearer grew stronger as he approached Mount Doom, which means (conversely) that it must grow weaker as he moves farther away. I'm not so sure about that last point... Smegaol was comparatively far from Mount Doom when he killed his friend after a few minutes of the Ring being found, whereas Frodo wasn't affected to that sort of degree until actually at Mount Doom. Though both distances are of course miniscule compared to the distance of light-years, so who knows?
