Actually, the unit limit is more for benefit of gameplay... on a poor Pentium2-350, maxxing out at 500 units could really bog you down. Plus, on a 56k, reaching up even to 200 units can present problems for the limited bandwidth of the connection.

If the technology allowed it, Chris Taylor would probably have been quite happy to code the game to allow for thousands of units... unfortunately, when TA was first released, 64 megs of RAM was still considered high end.
