Classic.
Just think about all those MALPs which they have lost, each one must cost in the millions.

I just feel sorry for the SG-Janitor team who have MALP recovery detail.

Which would be from your perspective, more suited for protecting us from the most possible danger? Be it Goa'uld, Sectoid, Borg or the Visitors or whatever? A small group utilizing foot travel through transtellar portals and negotiation with alien powers, or a more militant organization utilizing conventional weapons to defeat and then capture advanced equipment?
Anything less then a full scale military mobilization to counter threats like that is being recklessly incompetent with the future of humanity.

Actually, I'd disagree. Anybody with an adequate degree in robotics could cobble one together without too much trouble; hundreds of thousands, perhaps, but millions? Nope. The biggest cost would be the sensor and scientific equipment, as well as the camera and the robot arm; the engines would be pretty cheap, actually. Hell, if they can build a more or less fully functional one for filming, I think they wouldn't be particularly expensive... of course, they don't exactly have all the bells and whistles as the in-universe MALP does :P
It's a strange world. Let's keep it that way.
