Actually, I'd disagree. Anybody with an adequate degree in robotics could cobble one together without too much trouble; hundreds of thousands, perhaps, but millions? Nope. The biggest cost would be the sensor and scientific equipment, as well as the camera and the robot arm; the engines would be pretty cheap, actually.
