We must have very different experiences when it comes to the reliability of military equipment. Also, the rest of it is confusing to read through; you seem to flip-flop between personnel and equipment within the same sentence.

Are you talking transfer orders or watch rotations? If either one of those causes a problem, then you're talking about a pretty shitty military there; one whose sheer incompetence would've been exploited already.
