If this was true then he wouldnt have woken up when moved or deliberately moved to intercept the truck leaving. He was actively trying to keep the truck in the bunker which would also be classed as an unexpected occurance. This episode shows a Terminator getting flung into a totally unexpected situation with a major mess requiring cleaning up to complete it's mission and it manages to do so flawlessly by mimicing history's events. Hence, Terminators do have some capacity for adaptation in the field. Crom. would be a prime example of this fact.
If the telephone line was 'magically' cut off screen or the power went out. Fair enough, Carter has little options to use but leaving him in there is equally as much a plothole in need of filling. If he just sits there till the end of time, then Skynet can open the door and find a fully functional T-888 at it's disposal with visual IDs of Sarah, Cameron and John. Carter might not know it was John, Cameron or Sarah but Skynet should have the intelligence to figure it out even without the fact the gang's photo is in the paper and various databases.
If this series is going to attempt to avert Skynet / Judgement day completely then they need to take care of Carter before some poor SOB accidentally lets him out or uses what is left to begin a new Skynet / Judgement day situation.
Carter was instructed to hide the coltan there precisely because no poor SOB would ever find the place and steal Skynet's stash until Skynet itself came over to turn the place into a factory. If Carter IS let out, all he does next is to harvest more coltan. Finding the fuckers who stole his previous batch might not be a priority for him.
And who's to say that Carter even SAW John? He was mighty focused on trying not to lose his truck, he might've been looking at the bumper for all we know. Skynet might not be able to correlate Carter's opponents with the Connors. For one, it might suspect that those guys were Resistance instead. I mean, how would the Connors in the past know of Skynet's temporal supply runs? And those papers and various databases get wiped out by Judgment Day, anyway.

I'm trying to remember what exactly woke him up, I think John was able to get the key from around his neck without waking him up. Didn't Cameron start attacking him or something?
The door triggers his reboot. When the door closes, he goes to standby. When the door opens, he wakes up (and gets ready to serve Skynet). Cameron attacked him before his fifteen second reboot was completed.
