Powers of the God Emperor
During my last little stroll through Games Workshop I managed to upset the staff with the insistance that the God Emperor can stop time and that it was demonstrated in an unmentioned Ciphas Cain Novel, So before I go back can anyone help by helping me deside what the God Emperor can do and in what source?

Don't know about a Ciphas Cain Novel, but in Inquisitor the main group of characters do see the big E, who does stop time and talks to the group through telepathy. Been a bit since I read though, so details are sketchy. Also, back when he was fully alive, he was able to go into the minds of several thousand marines at once and calm them, mind you this was during the assault on the palace by Horus, so he was also probing the warp for weaknesses in Horus's defenses, monitoring his own forces, trying to foresee the future and what actions to take, issuing commands in the material universe. As far as raw power goes, he did unleash enough mental energy to turn Horus into a burnt out husk. That’s what I can recall from the top of my head at the moment

Indeed, the novel where the Emperor, or what's left of him, stops time is Inquisitor by Ian Watson. More recently republished as 'Draco.' Of course, the entire book may well be lies, but the current 'Inqusition' reference book, primarily written in an in-universe style, claims that Jaq Draco existed. So it might or might not have happened...

Well, if Jaq were some heretic out to spread foul false rumours, he'd probably not make up a hive world that didn't exist.

Also, he has destroyed an entire fleet of Imperium vessels and created a long-lasting cosmic/warpy artifact: the Storm of the Emperor's Wrath, which destroyed Goge Vandire's fleet.
Of course, he's also lived for 48,000 years, 38000 of which he was incognito, which takes quite a lot of cunning or psychic manipulation, especially since the invention of the camera 10,000 years into his life would have made it impossible for him to keep the same appearance. Of course, you'd think a 12 foot tall Conan with a fiery halo would stand out in any age, but apparently not. And consider that his children, the Sensei, didn't seem to recognize him...
The Emperor also has the ability to create saints and manifest angels, and even to resurrect dead saints. Considering the abilities of Saint Sabbat, and the respect she earned from Space Marines as well as the Guard and Navy, this is a formidable skill, even if it is under-utilized.

Frankly I'm not inclined to believe the Inquisiton War novels are propoganda or deliberately false. Some of the details might be subjective (especially towards the end when Draco is basically losing it) but by and large things like his encounter with the GEoM I generally take to be accurate, ,as it seems to mesh with every other bit of evidence we know about him.
Incidentally, I suppose the fact htat Lexandro makes an appearance in the novel and his POVs seem to fit with the "Space Marine" novel (I would guess, at least, not having read it.) that the account is somewhat credible.

As for what the GEoM can do? Probably anything that a regular Psyker can do, just many, many times larger.
Example: Storm of the Emperor's Wrath is believed to be caused by him (I'm ont sure if it was conclusively stated or proven anywhere.) That's basically comparable to what Eisenhorn did in the third novel. Other psykers have created "warp rifts" in more localized manners as well (and we know about vortex grenades, missiles, nova cnanon shells, etc.)
Doubtless, we also know he can probably do what other (lesser) psykers can do - destroy battle titans effortlessly, mind control/mind fuck massive numbers of people, scan/sift the mental thoughts of an entire Hive world to find a partiuclar individual, etc.
We know he can channel/manipulate the powers of ten thousand (or more) psykers. IIRC only part of his ability is devoted to this (the rest being protecting the Imperium/astropaths, fighting Chaos and other myriad creatures, constantly monitoring the entire Imperium, soul-binding, saving Ciaphas Cain, Leoten Semper, and Ibram Gaunt, making bigger fools of the Soul Drinkers, etc.) He also requires hundreds/thouisands of psykers a day to sustain his existence, which suggests his immortality alone was equivalent to that many psykers.
In the earliest sources (mainly realms of Chaos) the GEoM was the reincarnation of "thousands" of psykers/shamans from Earth into one single super-being. That alone suggests that pre-Throne he was many orders of magnitude more powerful than other pyskers.
In pracitcal terms he's basically comparable to all 4 Chaos Gods combined, which tends to suggest he's got the power/latent psychic ability of millions/billions/trillions of followers to draw on... which is a HUGe pool. He can also probably tap into at least some/most of the power of the millions/billions of psykers he's linked to, and probably has access to the data/ knowledge they acquire (the astropathic network can't function without him really, so he can't help BUT be privy to what they provide.)
It's also hinted he's got a tremendous pool of "human souls" - saints, the dead primarchs, etc. to draw upon and use if he needs to (the "angels", the Primarch visitations some Space Marines are prone to at times, etc.) as well. The Emperor himself (as per the novel Draco) is basically an agglomeration of countless psykers working together.
Eye of Terror also implies he has tremendous precognitive and temporal powers - he's able to see and manipulate events thousands of years in the past so as to affect things at a parrticular point in the future (like he does in Eye of Terror, really.) His cunning/manipulative abilities are said to be quite good ("nealry as good as Tzeentch", IIRC.)
Its probably not far off saying that if he chose to, the GEoM could (post Throne at least) do anything that Palpy (or any other Force User in the SW canon or EU) could do just as well, possibly in many cases better.
