Darth Rosenburg easily. She can sustain any magic attack. Any binding spells are quickly worn off. Any physical harm can be instantly healed. She would be unstopable.

Actually that isn't too far from the truth, Samantha never really had any limits on her power. Having said that, her battle magic (demonstrated) is like zero and she could never undo another witches spells so...

Well the old woman with the boy from Dark Shadows didn't do battle magic either, she did the behind the scenes benegesserit type fuck with them sorta magic. She was just more subtle then a lot of the other witches.

Sure, a good bucket of water in the face will do the trick, but before you get close enough to do that (even with a rain spell) you have to get through her Winged Monkeys, and the Winkie army (ooooh weee yo! yo wuhhh!) who guard her castle (after you get through the Haunted Forest).

That and if you are lucky enough to catch her in the air to drop a house on her. ; )
