Here's the deal. When Fox renewed T:SCC, they ordered a second season based on the deal they offered in the first place for the first season - 13 episodes ordered. Which makes the show ideal for fall placement, and to be replaced by another new show as kind of a test balloon. It is standard practice. Now, these deals have almost always an option for another nine episodes included if the studio feels the show deserves more.
What happenned here is that Fox apparently has no promising new shows in the pipeline or believes them to be weaker than T:SCC. Scuttlebut was that T:SCC would run 13 episodes, with the remaining space in the timeslot to be taken up by Joss Whedon's new show, Dollhouse.
In short, think of it as an expanded second season for T:SCC. It offers several advantages for T:SCC fans - first, we will get more of the show, second it means that Fox has a lot of confidence in the show and third, if the worst case happens and Fox decides to ax the show after two seasons (heaven forbid and given the strong support by Warner Bros. it is unlikely this will happen unless the ratings fall spectacularly), this will give the writers enough space to wrap up the storylines.
So, good news all around.
