I did a search for it but couldn't find it but above is one of the best sites for Terminator fluff/background information you will ever find on the Internet. This guy wrote all of it himself and had gone into so much detail that I question his state of mind. I consider his work more canon than most of the authors who write Terminator novels.

I read this site before. There is a lot of idle speculation expanding on the movies. While I like that I wish there was a terminator site like this containing analysis of skynet and techcom military, technology and general state of the world in 2029. Virtually every terminator site seems to like this - fluff material instead of actually commenting on the universe presented in terminator movies, the tv show, books and games.
I have to tell you something everything I wrote above is a lie.

That stuff is a horribly inconsistent mish-mash, mostly written by authors with no particular technical knowledge who want nothing but a cool story. If you want to find specific info, go to the relevant wiki. It would be impossible to construct a deep, consistent and interesting description of the technology and history just by merging all the official source material together.

He wrote his material independently of the Terminator wiki and I feel it is also more comprehensive, deep and compelling. I wouldn't be posting this if I didn't feel it was true and didn't think it would be a interesting read.
