inFamous FS: Blackwatch

For this force sub, lets assume that Cole dies Cole doesn't die in the blast that devastates Empire city and that the plague happens as planned. Due to a glitch in the paperwork, Blackwatch (from Prototype) is sent in to secure the populace, eliminate the plague, and defeat the criminal elements running rogue in the city. EDIT: Cole will work alongside Blackwatch who will be too busy initially to restore order.

The only caveat is that Blackwatch will have no support from the Army or Marines and is stuck relying on MRAPs and trucks for moving around the city. Tanks and gunships are out of the question.

Blackwatch will also be denied the use of their supersoldiers as the plague is not blacklight or redlight related.

They have three weeks to pacify the city and defeat the conspiracy.

How many soldiers does Blackwatch deploy? This shouldn't be too hard- a professional military force against a bunch of gangs and other thugs should be a slaughter.

Why don't they have armored vehicles or supersoldiers?

In the game, they had their own gunships, tanks and IFVs, separate from the Marines. Likewise, the supersoldiers were developed before events from the game happened based on prior Blacklight research.

They don't have armored vehicles because that would make this scenario even more lopsided than it already is. I covered the use of supersoldiers in the OP, but to reiterate; they will not be deployed because the Empire city plague (for this scenario) is not a derivative of any "light" virus and thus the cost of deploying them is judged to be too high.

As for blackwatch, they'll deploy a battalion sized element (1500 soldiers) and coordinate with remaining law enforcement to restore law and order. Lets say the gangs initial numbers will be about 5000 combined, but not unified against blackwatch.
