Perhaps they felt they didn't want them around for fear of theft. And since they can build their own Stargates, I guess they didn't need ships...

They're xenophobes. They tried to avoid contact with other races, after a former Goa'uld human colony used some tech they lent them to build a bomb and blow themselves to hell. That and they had cannons powerful enough to blow Goa'uld ships out of the sky.

They had ships. But apparently, they weren't really well armed. The evac ships they used were shot down as they were trying to leave the planet.
So it would apepar. Their hyperdrives were also only on par with Goa'uld technology, years to cross the Galaxy.
They had transports but if they were armed it was for self defense. The Tollans are your typical high level, 'good' sci-fi race. All the tech one could want but they've lost the drive to expand and explore. They were just content to sit back and hide behind their wall of ion cannons.
They also really had no need of ships other than the transports they built to evacuate their old homeworld since as far as they were concerned, no existing threat could penetrate their defenses. The Asgard just wouldn't, until Anubis, 2 ion cannon shots would eviscerate a mothership and the cannons themselves can be powered down enough that their rate of fire combined with a good gunner make them okay against Death Gliders, not great but not defenseless.
To call them pacifists I think is misleading, they are quite willing and able to defend themselves, they have no qualms about destroying ships with 1,000-2,000 of what are effectively brainwashed, genetically modified humans aboard. That's not pacifism, that's, to borrow a gaming term, turtling.

That's something that's always bothered me in scifi, the whole "phasing" thing, it happened to daniel with the crystal skull thing, I think. It doesn't really matter since i'm sure you know what I'm talking about. He can walk through walls, tables and objects, but for an unknown reason he never falls through the floor or shoots off into the sky and away from the planet.
Now, with "smart" computers that could figure out where the floor was, they could either approximate electrostatic force there, or nullify the phasing field or something. But other times, like with the crystal skull thing, there's no smart computers doing that and it just looks like they wanted to try out a gimmick for an episode or two.
P.S Where did that crystal skull thing come from and what was its significance? I've long since forgotten.

Besides it was gnerator tech to give them safe clean energy not wepaons per se. The race made the leap to using them as wepaons and then blew themselves up.

I thought the planet of primatives that blew themselves up was in the same system as the Tolan homeword, and blowing themselves to bits poluted the whole solar system.
The Tolan were forced to abandon their homeworld due to ecodamage from debre.
Having the help you offer be used for suicide is one thing, but losing your home to the colateral dammage made them rethink the whole "share the wealth" premis.
