If necessary, I.E. if he's fighting a bunch of Ninja he doesn't get them. If he's fighting an army sure he can have the rest of them.

Here's a hint folks: In the world's deadliest profession, in a very dangerous place, he lived to be a very old man. Does that give you a clue about how good he is? He beat fate. He survived a bomb that would have killed gods. And as long as he sticks to the Code he is unbeatable.

He only would have won because Cohen would have been breaking the Code by fighting him then. One on one, both following the Code, I say Cohen. He kicked Klatchian ass, while those guys would have killed Carrot had time not bifurcated.
