Old School Borg Cube from BoBW vs. New School Borg Cube from VOY
winning ship's drones get a chance to mate with the queen and be subsequently eaten....
It seems to me that the New Borg cubes have improved technology but the older Borg weren't AS stupid as the ones so deftly outmaneuvered in the Delta Quadrant, I usually go with intelligence over firepower when theres a tough decision to be made.

The borg from BoBW weren't interested in assimilating everything they came in contact with or they would have taken the entire crew of E-D, they only wanted Picard for his knowledge. Plus that one ship took out a Federation fleet and made it all the way to Earth.
The borg you see in the Delta quadrant just assimilate everything and somewhere along the line they assimilated a gungan and got incredibly stupid. They still however have lots of adv technology (for ST anyway).
My question is are the older, more ruthless borg more powerful than the better equipped but less intelligent borg?

Throw in the Borg from "Descent" who have no shields, but have built in blasters and fight intellegently.
