Custom Matter - Who could do it?

What scifi civilisations would have the technology to alter matter to create custom properties and forces to act upon them?

The Moms from Greg Bear's Anvil of Stars can do this. Other than groups from my novels-not-in-progress I'm not aware of any other group which can pull off a similar feat.

Could possibly the Culture do this? Xalev might know..

Maybe. They can make various ultradense materials, which they use in their engines and for building Orbitals, but I'm not sure if that would qualify for this. There's CAM (Collapsed AntiMatter), which may qualify. IIRC, it's never explained just what CAM is. It could simply be a normal AM warhead using reaction mass stored at neutronium densities, but from what I've seen, CAM warheads are quite small and light, which would seem to suggest that it is even more exotic than neutronium.

The more advanced powers in my universe can do it. I'm pretty sure the more powerful entities in the Orion's Arm universe can do it too.

I belive that one of the techs from alpha centrui is supposed to allow matter to be changed into custom materals at the atomic structure.
