SO I did drop in to mention earlier that I was trying to get around to wrapping up the Mexican-Colombian war...well that might have to go on hold for a bit because I am currently recovering from a contusion at work. I've been on limited duty for two days and an basically not supposed to strain myself until Sunday or Monday at the earliest if no signs repeat themselves. Anyway Steve, Rogue, Timothy if you really want to just wrap the whole fighting section up the last map I sent out should include all of my available corps, anybody still un-engaged (and I think it was 3 Corps) would attack the center, details are what I was hammering out but if you'd like to wrap things up that would probably be the last dice throw.

Okay, first part of the storypost made. I am not that happy with it, but it is the best I could do. I had envisioned the countess looking somewhat different at first, but in the end I was forced to use this picture for lack of any other. On the plus side, I now have more pics I can use for formal occasions.

Also, a short biography of Sänger:
1886: Born in Bremen into a family of merchants and academics.
1902: Finishes school at age 16.
1902-1904 Military service onboard SMS Wittelsbach
1904: Enters Prussian elite University at Münster
1907: Receives degree in public law from same institution
1909: Receives degree in history from Berlin University, Thesis supervisor: Theodor Mommsen.
1909-10: Further studies at the University of Barcelona, Spain
1911: Doctorate in Ancient History, University of Constantinople
1913: Doctorate in law, Oxford University
1914: joins diplomatic corps at suggestion of his Uncle. Quickly gains a reputation due to well-written analysis and foreign-languages competence.
1915: Vienna Massacre. Appointed head of the last delegation to the Russian Empire. What was generally seen as a futile gesture (and designed as an insult, which is why a junior delegate was chosen) that could not prevent a war eventually turned into the signing of a treaty of non-aggression. Awarded the Order of St. Andrew (Russia), the Verdienstorden der Bayrischen Krone (Grand Cross) and the Kronenorden (Order of the Crown), 2nd class. Accepts orders, but refuses ennobling as according to hanseatic tradition. As a result of this success, his star rises, gains attention of the Kaiser and the current chancellor.
1916: negotiates surrender of Italian troops in Genua. Awarded Hanseatic cross by the Free cities of Bremen; Hamburg and Lübeck and Order of the Iron Crown (Austria), First class.
End of 1916: Made head of negotiating team regarding the peace treaty with Italy and the Balkans, who will later become the Balkan Confederacy. Resounding success of the treaty propels him to fame among the general populace. Awarded Orden der Württembergischen Krone (Grand Cross with swords) and Leopoldsorden (Austria, Grand Cross) as first act of Wilhelm II as Reichsverweser.
1917: Becomes deputy and confidante of Geheimrat v. Holstein, the head of the German diplomatic corps. Awarded Verdienstkreuz, 1st. class mit Krone.
End of 1917: Negotiates Treaty of St. Petersburg - securing free passage for Russians fleeing the civil war and the communists. As a result, german ships can evacuate about 1.5 million russian refugees. Awarded House Order of Hohenzollern (Commander with swords). From now on he is one of the standard guests on the Kaiser's Yacht.
1918: Negotiates several arm deals with the Nations of Spain, China and Egypt.
1919: Becomes head of the Foreign service when von Holstein retires. Negotiates several treaties with the Kingdom of Tuscany. As a result, Tuscany becomes a close ally of Germany. Decorated with Order of the Crown, Grand Cross.
1920: Renegotiates German-Cascadian basing agreement. Decorated with the Cascadian Gold Medal of Congress
1921: German Chancellor von Baden dies. Wilhelm II. nominates him to the chancellery. Confirmed with three votes to spare in the Reichstag, with the biggest support coming from the cities of North Germany, Austria and the Italian territories. Biggest opposition coming from the nobility and the Russian emigrees, who hate his concilliatory tone towards communist Russia. Awarded Verdienstorden der Preußischen Krone mit Brillianten.
1921-1925: Main policy initiatives continuing the reconstruction and modernization of the added territories.
January 1925: Wins reelection with a margin of 7% and is decorated with the Order of the Red Eagle, 1st class.

Also some rumours about the future German strategy according to procurement and ship designs.

More fluff written, election being most likely tomorrow. Sorry if this seems rushed, but according to the time schedule we hit Q2 1926 tomorrow and I am still stuck in mid-January.

I'm contemplating if Sovereign could make it. Technically she commissions in February, as in joining the active duty fleet, but it's entirely logical for her to have been given sufficient checks to permit her to sail to Germany, perhaps in the company of a brace of expeditionary cruisers, to the Fleet Review.

As for what is going on with Portugal - not much right now. Though Germany did send out an invitation for a fleet review at Wilhelmshaven...

I want to quantify costs for improving Infrastructure and Economy as we've done for industry. This will not be done in prejudice to countries who were given agreements for a rate of improvement by the mods, but for all new development in the process.

As of now I'm considering it being the desired level x 100 for IBP cost, requiring no less than 1 or 2 years to take effect (as in there's no point in dumping max IBPs into it for 2 quarters to get the improvement). Each quarter the cost accumulates - to go to Infrastructure 4 in two years is thus 50 IBPs/quarter for two years, with the player tracking the total IBPs paid each quarter.

The same would be applied to Air Tech. Air Tech 4 requires an investment of 400 points if you are Air Tech 3.

In addition, the cap on spending IBPs for a higher cap would be raised to 100 IBPs max, or 25 more IBPs per annum at that rate (or 27.5 for a 5 Economy, as the new IBPs would be applied to one's base IBP score, not the Economy-modified one or high SML one for that matter).

P.S.: Also considering giving assigned costs for R&D projects, but that would depend a lot upon what's being researched and if it's feasible at a certain time. Open to ideas.

That seems pretty reasonable as far as I'm concerned, though we might need to make sure people lower their infrastructure, economy and industry in response to war damage after a while (or even do so voluntarily with stock market crashes and the like - I'm planning one for 1933, assuming Afghanistan survives that long.)

Mods will issue rulings as necessary, but so far the only war to have such feasible is the Panamanian War, which won't last very long and in which the damage will be localized.

One idea is, I suppose, to affix "war cost" IBPs post-conflict to reflect rebuilding even minor damage, compensating private interests that lost due to the war, etc. The proportion of them in terms of who pays would be an element for the peace negotiators.

I'm not sure if I will be more active, but what does it imply for existing upgrade programs? I have stuck to the 40 IBP per quarter as of now for my upgrade to Air Power Tech Lvl 4.

Now as for research, I'm not entirely sure how one may truly quantify it, since it is not just a matter of money, it's also the question of resources, and there are lots and lots of technologies to be researched in this era.

Well, I'm presuming general progression regardless of spending. Dedicated spending means the government's directly funding things, permitting them to go faster, so to speak.

Everyone's going to get better engines for tanks, trucks, and aircrafts over the coming years, but a country investing 20 IBPs per quarter into a better tank engine will get there before a country not investing anything. That's the logic.

At 40 per quarter you've spent 200 so far now (we're in Q2 1926). If the price were 400 you'd require another five quarters and be done in Q3 1927. However, as stated, this isn't being imposed ex post facto over a prior arrangement if it would hurt the player; if you were told you'd get Air Tech 4 in Q1 1927, you'll get it then (alternatively, if you were told Q1 1928, naturally we'll let you go with the rule fix instead!).
