You don't need to "learn technology" to be a credible threat keeping the USCR in check, especially if somebody is feeding it to you (China had to pretty much bootstrap itself). All you need are lots and lots of ballistic missiles, tanks, infantry and decently capable aircraft. They don't even need to be very modern or capable as long as they can draw heavy divisions away from the main theatre.

And, of course, it would be trivial for Khitan to mine the fuck out of the Med.
Well, that and the psuedo-RPing of Khitan you're doing. Granted they're practically an NPC but in theory they weren't going to be.

Oh sure. But then, how are the Japanistanis going to ship them anything?

And ballistic missiles are no threat to us, what with the S-500 and S-400, and even the S-300VMs quite adequate to deal with SRBMs, and IRBMs soon. Anything else can be countered with an appropriate amount of force and weapons.

That is being dealt with one missile in the S-500 line up, which incorporates a few other things, which Skimmer suggested to me some time back how best to deal with cruise missile spam, and others.

They'd give them enough tech to be a threat to the USCR, but not to Japanistan, obviously. They need a navy and medium-range missiles to threaten Japanistan, so they'd get tanks, small arms sea mines etc. but not ships, submarines or longer ranged missiles.

We need to settle something on Veleria.

When the game started, the idea for Veleria was that the jungles were mostly along the coastlines and up to the mountain ranges that circled Veleria, seperating the coastal regions from "inner Veleria". Because of this, inner Veleria was not a jungle but an arid, almost lifeless desert.

A mix of jungle and savannah with bits of desert is more appropriate, rather than a ridiculous plotdesert surrounded by jungle.

Actually, it'd be, from outward to inward, Jungle - High Mountains - Desert. The Desert is formed because the Mountains prevent rainfall, much like how the Atacama Desert was formed in South America.

I have no objection to diversifying the terrain of inner Veleria here and there though.

Army transformation continues.. nice slow and easy.. Some additional updates to OOB as I continue to flash it out..

EDIT: OOB updated to indicate which fighter regiments are reserve and thus receive 2/3 training hours versus active units.
