I think you kind of forgot the MESS's first attempt at "getting peacefully along". In the simplest terms, it sounded as this:

The MESS is a peaceful organization dedicated to respecting the sovereignty and security of all nations. That we're going to put another 4 into orbit over the next month, and they will all be in stationary orbits over OMSK and FUNGAL Pact nations is simply a reflection of the interesting geology those countries have.

The government also announced a successful overflight of Shepnukistan with an empty Prometheus launch vehicle. The government predicts it will have it's first satellite up within the month.

This game is really more of an international conflict simulator and diplomatic conflict simulator than a story telling device; which I find highly cool; we're seeing the exact same lines, stories, etc that were used to such great effect from 1948 to 1991 in @.

Perhaps we could get a study rolling by a university on this?

Stas let me point out that THIS is exactly why there is "over-reaction" to Shep having nukes. If you had them or Bean had them I don't think there would be near this amount of worry because everyone expects you guys to work wihtin the larger co-operative framework. Shep is out to stir the pot and THAT means the default assumption for everyone would be, and should be, that actions he takes are preludes to future agressive actions.

Lets be clear BOTH OMSK and MESS have made minor violations of each other's sovriengty. That being said everything about international relationships is a PR game, especially in this game. Countires join in alliances and chose weapons/commercial systems based on the PR each alliance puts out (and I'm including all of the groups such as ISCA and the old JSEZ). Right now the MESS was able to score a PR victory by harping on open air testing, acting angry doesn't paticularly help your case just as the MESS getting frustrated by the bad PR we received over staging our "annual" exercises to coincide with the Mangka incident didn't help.

As yet another aside I think quite a few of us are trying to RP our nations (thus the reason why my underfunded Army went on strike at the money I dump into having the most powerful Navy afloat) and this means that there will always be groups of citizens who view their nation, much as most US citizens view their own, as being incapable of doing wrong. My citizens who are protesting didn't know about the LSR nuke program and all they knew about was that they suddenly felt threatened by nuclear weapons wielded by Shep. At the same time the part of the article which (and I didn't realzie this at first) got clipped went on to talk about how my government as a whole views Shep as dangerous but has been on a mass arresting spree in efforts to keep your embassy open because my government views the Technocracy and UKB as the best means of containing Shep's wilder notions. Oh yes that and the fact that our position means we would likely receive a good dose of fallout from a LSR/Shepnukistan exchange.

Again I don't discount OMSK's anger, and were I a member right now I'd be pissed, but just as in real life bitching about injustice won't score you points with the judges (who would be the neutral countries). When the whole PR disster loomed over the Mangka incident you notice the MESS went quiet and we just plugged away at building up space and other technology programs (while some members joined the ISCA to help out there). Now a game year later everyone forgets the distatste for the MESS's agressive measures and focuses on Shep airbursting a nuke.

I would say go ahead because, again, it only provides us with more ammunition in the wider PR war.

Let me say it clearly the nation or group which APPEARS to be the agressor will ALWAYS be damaged in the eyes of the public.

A "year" ago the MESS was see as the agressor and we probably lost out on the chance to add several members because of it (I can think of a few folks who for both RP and in game event reasons were or would have been hesitant to accept an ofer to join). Now OMSK is PERCEIVED as the agressor. Now you can keep playing into that image, by taking actual agressive acts, or you can not. If you take agressive acts then you reinforce the current public perception and the best you will do is drag the MESS down with you but going aggressive or acting petulant will certainly not help the general perception of OMSK right now.

In human undertakings pereption IS reality, or at least diplomatic reality and no amount of careful factual analysis will change that (though it will certianly affect rational decision makers). I leave it to you how to react.

This is also a 20,000 leagues refrence since Nemo's power supply for the Nautillus in the book, was the heat and oxygen released by the chemical reaction of sea water to small amounts of chemicals, since Alkali metals are what react to sea water.

Also added in here is a civilization call to power refrence. yes, he's building "Green Bombs" since the end result of the reaction is to turn a large amount of water into heat and water vapour it's not polluting like a nuke is.
