Vicious War of Words in the Great Khural

The Khural's three factions have recently been embroiled in a great deal of argumentation due to recent events in Buenos Aires and in relation to Manchuria and China. The MMP has been attacking the entirety of the AMPM as being treasonous in its conduct at the Freedom Conference and has called for the expulsion of its KMs and special elections to replace them, while the AMPM says that that is a blatant violation of Mongolia's Free Party laws. Similarly, the MMP has called Roman Ungern-Sternberg's conduct despicable and that he should be executed for seditious conduct.

Due to recent talks between Khan Angarag and his advisors with Soviet officials over military maneuvers in Manchuria, the AMPM has called for a cessation of such actions due to worries of economic damage, while the MMP and the MNF showed some support. The MMP feels that the expansion of the USSR's borders into Manchuria can only be good, while the MNF feels that the expansion of Mongolia would be an enormous boon and that a show of Mongolian military force would only strengthen Mongolia's international profile and ability to maintain superior trade positions.

Mongolian Nationalist Front Makes Demands

The MNF has renewed its perennial demands for the Qing Emperor to cede the Inner Mongolia provinces of China to Mongolia. These demands have some tripartisan support as well, with some members of the MMP and the AMPM showing limited support for these measures as well. The MNF has stated that the ceding of these territories as well as further talks regarding a port would go a long way toward ensuring Mongolia not interfering with Manchurian-Soviet relations.

- It certainly would be natural, and yes, I have studied some German ideas, which touch upon such concepts as the cauldron battle and the "hardpoint", - smiled Tukhachevskiy, - But you should realize as I do, that the Manchurians cannot know where the attack shall come from. Yes, Shilka is giving our forces additional boost with the heavy monitor artillery, but that alone cannot be sufficient grounds for choosing that point. After all, the Manchurians know well that there can be a "stab in the back" through Mongolia. The mere fact that Mongolia has territorial demands against Manchuria and Qing Empire, disallows them to just consider these territories "safe". They will have to guard everywhere. We will have to strike at one point, one point only. Also, Argun is heavily fortified, and breaking through there would put our forces into a natural trap, with Manchurian fortifications on all sides.

- So the plan would be?

- We concentrate twenty crack divisions plus the tank flotilla and cavalry corps brought from the West in the mouth of Shilka, thus, achieving a doctrinal superiority over the enemy. Heavy siege artillery, armored trains and the monitors will be sufficient for artillery preparations strong enough to destroy their forces; and if not, there is no land unit which can resist a 120-mm naval gun of our Mendeleev gun platforms, - spoke Tukhachevskiy, - and these gun platforms shall advance, heavily supported by infantry and lighter tanks, and basically destroy fortresses with direct fire. And if not, we have something heavier yet - the 203-mm and 305-mm special mortars.

- What is the opinion of comrade Uborevich here? - asked Spiridonova. - You do understand that the entire operation is a test of success or failure of the Eastern faction in the Supreme Soviet?

- My opinion is that we should determine carefully the target of the offensive operation, and then select a "schwerpunkt". Assaulting the Manchurian lines at the Shilka mouth poses a number of problems. One of them is the necessity to advance further into Manchuria through difficult terrain without clear supply lines, except the Amur itself. Would we be attacking the Manchu positions on Argun from the rear? That would make sense, ravaging their rear communications would then open them to exhaustion, and finally will make their fortifications irrelevant. But there is a lot of problems as well. Hostile emplacements on Amur is one of them. Perhaps a wiser strategy would be to add another frontal assault, one targeted on Hulun, or Hailar as the Chinese call it. We know that Argun is heavily fortified, but our siege artillery will break through and then there is a road to Hulun, which will allow our forces resupply. From Hulun, we might advance to Boketu. Meanwhile the other flank striking from the North, will move towards Nenjiang. Both armies will meet between Nenjiang and Boketu, and assault Cicigar with combined strength.

Maria and Tukhachevskiy pondered the idea.

- I believe we should bypass the Zhalainor-Manzhouli fortified area around the lake Dalainor, or Hulunhu as the Manchus call it, and the city of Manzhouli. The battles there can be exhaustive. That fortified area is a hard nut to crack. Therefore, it's best to outflank it - it's in a pocket naturally anyway. The battle for Cicigar will be decisive. We will also need more manpower in case we meet heavy resistance or Chinese reservists try to mess with our operations, - continued Uborevich.

- These are sound opinions, - noted Maria, - as for the reserves, they are being dealt with right now. The Central Asian and Siberian Military districts are currently mobilizing the reserves. We do not feel it's prudent to take any additional forces from the West other than the special tank flotilla and the 1st Cavalry Corps.

A call went out through the newspapers, the radio and even through posters in almost every time: volunteers were needed to fight communists abroad. A cadre of wealthy industrialists were ostensibly funding the effort, though if you looked hard enough you could see the government's hand in it. Two brigades were to be raised and they would be equipped from the army's reserve stocks. Only young men of fighting age were being accepted to start, though many exceptions were made for fit army veterans. In the recruitment drive it was said the men would "go to defend the cause of liberty whenever and wherever it is attacked by communists."

Monardo sat down in the chair and wiped his brow. The secretary, fortunately, had been able to find him a hotel. His clothes were damp with sweat, and he was sure he smelt as if he had been out in the fields picking olives all day long. Finally, she returned, and stated with appropriate sympathy that,
"I'm sorry Mr. Monardo, but Mr. Shaham is not in right now. I believe he's in Ashkelon right now."
He relaxed his shoulders and sighed heavily.
"But I believe I can send him a telegraph or post," she continued.

"Very well. Could you please relay to him that the Llamushin Design Bureau in the Boliviarian Union is prepared to offer "autogyro" aircraft to Tel Aviv? With a number of possible production arrangements? Also, the Vickers subsidiary can offer the new Victoria transports for your airports. We have additional offers and incentives as well if he is interested."
The secretary finished writing the message in shorthand.
"I'll have this sent to him right away, sir."
Relieved, Monardo tipped his hat, and left gratefully towards the hotel.

Roman had heard what had happened with the Khan from a few of his buddies back in Mongolia. He was furious that Mongolia would open up trade relations with Jews and Bolsheviks, and he expected that there would be some sort of disciplinary measures taken against him.

No matter, though. If he were out of the military, he'd be free to become a politician and a demagogue. He could do a lot more good that way, as opposed to being stuck in the military and muzzled by the Khan.

He was, however, extremely pissed that his fellow delegates had relegated him to being stuck in his hotel room for the rest of the conference...

The open request of the Peru-Bolivian Confederacy government to Cascadian arms manufacturers for .50 caliber heavy machine guns to use in aircraft had been circulated in the armaments industry. And Browning of California, owned and operated by legendary Mormon gun designer John Moses Browning, was responding. A representative sent by the Bolivarian embassy had arrived by train to evaluate the proposal to sell Browning's "M2 Machine Gun" for equipping the Bolivarian Air Force.

Though there would be some trepidation in certain quarters, as the Bolivarians were known Socialists (if not Revolutionary Communists like the Brazilians), the chance to make inroads into that market were too good to pass up for Browning.

The Guerra Automobile Sedan moved at a fairly nice clip, the roads around the naval base were good, giving Vice-Admiral Almeida a chance to collect his thoughts. Leaning back in the soft seat he mentally prepared for the upcoming conversation, running possible questions and answers through his mind time and time again. The air felt charged, electric, he was practically tingling with anticipation despite being a man well into middle-age. Looking outside he dimly noticed the feverish activity all across the base, large trucks filled with supplies kept moving towards the port, and wherever you looked sailors and marines were busy piling up sandbags.

Up ahead there was a small congestion, but with a few blasts of the steampipe the Guerra Sedan slipped between two large trucks, coming perilously close to one of them, before continuing on its merry way. At times the silent steam-engine was a bit of a curse, since it let Vice Admiral Almeida hear the creaking of the hull and the slight screech of the tires. Despite himself he felt his heart speed up a little, though he wasn't truly worried; Brazilian traffic culture was not as courteous and restrained as that of the bourgeoisie. Beside he had a taste for a bit of danger.

Finally they reached one of the entrances to the Number 14 Coastal Bunker Complex. It was a large bunker half dug into a hillside, or that's how it looked anyway, with an open gate big enough that two cars could drive in side by side. A pair of marines stood by the side of the gate, ready to inspect the papers of anyone who wanted to enter. Of course the real security was the machinegun nest on either side of the gate, though all you could see of them was the tip of a barrel sticking out from a narrow slit in the wall.

After showing their papers the marines saluted them and let the Guerra Sedan continue into the vast underground parking lot. The car seemed to make a little c-crunch sound as it came to a halt on the concrete surface. A few seconds later the chauffeur opened the door and let Vice-Admiral Almeida out, he stretched and took a deep breath. Down in the garage air was pleasantly cool, but as he stepped outside he noticed a certain musty touch to it.

Vice-Admiral Almeida made his way towards the door into the main Admiralty section, passing a few more luxury cars. In the back of his mind he knew it was somewhat ironic that the higher ups had their own entrance and parking area, what with Brazil being a socialist republic and all, but sometimes you just needed your own white luxury automobile and secluded parking lot. The doorman by the side of the door saluted and opened the door, letting Vice-Admiral Almeida in.

As usual the first thing he saw upon entering was a large scale model of the Number 14 Coastal Bunker Complex. IT was a thing of beauty, all but invisible from the air, covered by grass and small stands of trees, the only sign of habitation was a group of small cottages that hid the air vents. It was after all home to the Central Coordinating Committee of the People's Maritime Self-Defence Force, or the Brazilian Admiralty as most people inside and outside of the complex called it. It wouldn't do to have capitalists try to blow it up or something.

Further and further into the vast complex he went, into the restricted areas filled with vast plotting tables manned by petty officers in immaculate white uniforms. Occasionally one of the dozens of phones that lined the walls would ring and some junior officer would pick it up and start barking corrections to the teams manning the tables. Then there was the small army of young lads just out of JuvCom, running back and forth carrying their messages fresh from the telegraphs or the courier's motorbike. All around him there was activity, a sense of utter vitality, as if a long sleeping giant was finally stirring awake and testing its strength.

Up ahead was the largest map table, it was so big that the attendants needed long poles in order to shift the perfect scale models around. If nothing else those were proof that the German Club still produced the finest toys, one of the perennial jokes at the Admiralty.

Over at the table Fleet Admiral Zeimoto finally noticed Almeida, he gave Almeida a nod, and then pointed out at the large table, "See there Comrade Vice-Admiral?" Zeimoto's lip curled, a few more wrinkles appeared on his face as he frowned, "It's as we feared, the Chilatines have sent their entire navy out to sea. Now it gets better," he grabbed a pointed and indicated a second group of ships, "Our dear friends the Cisplatines are scrambling their navy as well."

"I see Comrade Fleet Admiral," Vice-Admiral Almeida said and stepped closer, taking a look at the ships. Sometimes he thought this table was a little too big, it could be hard to keep track of things at times, but right now even a huge table like this started to look crowded. Looking at the map he added, "They've split their fleet then?"

"Yes, for some inexplicable reason," Fleet Admiral Zeimoto said, he frowned a bit, making his white eyebrows meet, "But we have decided on how to deal with the matter." Looking up at Vice-Admiral Almeida he continued, "Now that the Congolese are in play we have decided on Operation Coffin Maker."

The only sign of his surprise was that Vice-Admiral Almeida's eyes widened slightly, before he regained control of himself, "I concur entirely, it's a bold swift move that will teach those capitalists what's what."

A wry smile spread across Fleet Admiral Zeimoto's face, causing a few more wrinkles on his old, crackled face, "Yes, after all we are all good socialists now. Now then, the plan is of course sound; the question is one of operational execution. Do you judge the fleet ready to carry out the plan?"

Vice-Admiral Almeida answered quickly, "Everything is ready. The fleet has sortied on tighter time schedules before."

"You'll have to move very soon," Fleet Admiral Zeimoto grabbed a long pointed and reached out to indicate the Chilatine ships, "They cannot remain too static of course, we estimate that tonight or tomorrow night is your best chance. Once you to sea you will be entirely independent, there can be no radio-communications. The glory of victory will be entirely yours..."

Or the blame of failure as Vice-Admiral Almeida well knew, but deep down he felt his heart blazing, this brought back memories of his days as a fresh midshipman dreaming of a moment like this. Standing perfectly straight he kept his voice steady, "I will do my duty Comrade Fleet Admiral, of that you can be sure."

"Sneaking out from port at night, meticulously timing the departure of each ship, having them all join up at a rendezvous point," Fleet Admiral Zeimoto harrumphed, "These things are midshipman's games, it's simply a matter of filling in times, movement, calculating travel speeds. Anyone with a slide rule and a spreadsheet can do it. The true test comes after you've reached the rendezvous point."

"I helped draw up the specifications for Operation Coffin Maker, I'm confident that we can see it through," Vice-Admiral Almeida said, then as he felt a strange youthful fire in his chest he continued, "And for myself I've decided that I'll come back with my shield or on it!"

Fleet Admiral Zeimoto half frowned and pursed his lips, as if tasting some strange unfamiliar dish, but then he nodded firmly, "Good! Good! That's the spirit of a Brazilian naval officer! I tell you this, if you succeed the Great Leader himself will pin the Order of Grenfell on your chest!"

Afterwards they turned to working out the details of the operation; there were quite a few minor changes to the original plan, even if the great lines all remained the same. The planning went on for several hours, involving multiple admirals and countless messages back and forth between the fleet and the admiralty. In the end though everything was in order, they would be sailing come next night.¨

RESULTS
- Vice-Admiral Almeida will try to sneak the Brazilian fleet out to sea during the night, as the first step of executing Operation Coffin Maker.

The Great Hall of the Pantheon was a marvel, greatly inspired by the Hagia Sophia in Byzantium it created a sense of awe and power. An enormous dome crowned the Great Hall, at the top of which sat a great skylight from which the sun shone down on the large marble altar. Behind the altar stood the larger than life statues of Karl Marx, Tiradentes, and Auguste Comte, all three looking approvingly down the Great Hall. The similarities to the Hagia Sophia was even more obvious from all the countless niches where some great secular saint of the past was enshrined. Here after all was the greatest monument to Comtism.

Resting on the altar lay two leather-bound copies of the same treaty, opened up, and with a pair of elaborate golden pens placed next to it. As the representatives of Brazil and the Cisplatine Republic entered the Great Hall an unseen organ began to play a solemn and dignified tune. A group of especially approved photographers and filmatographers from both nations gathered around to document the three men walking up to the altar.

Macario Brasileiro was the first to get there and he placed his hand on the altar, calling out, "Here on the altar of humanity we will pledge ourselves to peace between our two nations!" The assembled Brazilians eagerly applauded, even more so as the Brazilian foreign minister stepped up to the altar.

Both the Brazilians were dressed to the nines, with medals, order sashes, badges and stars. Though the poor foreign minister couldn't match the Great Leader's elaborate white uniform with its masses of gold braids and collection of every order bestowed by the Federal Socialist Republic of Brazil. The governments of the Cisplatine Republic and the Federal Socialist Republic of Brazil, motivated solely by a desire to maintain the general peace in South America, and in securing general friendship between the nations, hereby agree as follows:

ARTICLE I

The High Contracting Parties, declaring their intent to co-exist peacefully, declare themselves satisfied with the mutual border as it stands and have no territorial demands whatsoever on the other High Contracting Party.

ARTICLE II

The Cisplatine Republic agrees to grant the civilian cargo vessels of the Federal Socialist Republic of Brazil the right of Free Passage on the Rivers Uruguay and Paraguay. This shall not discharge such vessels from such obligations and tolls as are levied on all vessels.

ARTICLE III

If either the Cisplatine Republic or the Federal Socialist Republic of Brazil, should become involved in a defensive war with another South American Power, the other High Contracting Party will maintain a strict neutrality, and make all diplomatic efforts to prevent any other Powers from joining in hostilities against the first High Contracting Party.

ARTICLE IV

For the sake of this treaty a South American Power shall be defined as any power primarily situated within South America or having Colonies or Protectorates therein.

ARTICLE V

Whenever, in the opinion of either the Cisplatine Republic or the Federal Socialist Republic of Brazil, the above-mentioned interests are in jeopardy, the two Governments will communicate with one another fully and frankly.

ARTICLE VI

The present Agreement shall come into effect immediately after the date of its signature, and remain in force for five years from that date. In case neither of the High Contracting Parties should have notified twelve months before the expiration of the said five years the intention of terminating it, it shall remain binding until the expiration of one year from the day on which either of the High Contracting Parties shall have denounced it. But if, when the date fixed for its expiration arrives, either High Contracting Party is actually engaged in war, the treaty shall, ipso facto, continue until peace is concluded.

Stephen was looking over papers when his family as a whole entered the living room. Sophie was particularly energetic, but then she had good reason to be; her 4th birthday was two days away. He had made preparations to have most of the day set aside so he could be there all day.
Then he noticed what she was holding.
The small thing in her hands moved. A pair of small greenish eyes peered at him as Sophie held the little thing up. The little girl smiled up at him and, with her eyes intent on his, asked, "Daddy, can I keep him?"

"So you said yes?" The Secretary of State gave him a puzzled look. "You realize what a fuss cats can be, right?"
"Yes," Stephen mumbled. He was with Reginald Etps and Rachel MacKenzie in the Presidential Office, business about to be discussed, when the matter came up upon seeing the black-and-brown feline dart across the room with Sophie and Tom giving stern chase. "Unfortunately Sophie has her mother's eyes. So when she came in with an adorable kitten begging me to let her have him, I couldn't bring myself to say no. Something I suspect I will regret."
"Well, hopefully the Dutch won't get your daughter to be their advocate," MacKenzie remarked humorously.
Stephen shot a "not amused" look to his senior diplomat. "No luck on that front?"
"Ambassador Palmkoek is repeating the essence of Michaels' letter. The Dutch are offering recognition of it being legal Cascadian territory, but want us to agree to maintain the Commission government they have in place. They've agreed to Cascadian representation in it of course with a tie-breaking vote given to the people in Darwin. And, they want their troops to remain in place. The Pay-Bas are not considered acceptable for assignment elsewhere apparently."
"And all that basically means it's still their territory but they get to say they returned it to us and are consulting us whenever they make a political decision there," Stephen said sarcastically. "I think we all know that there's no way the Senate will approve any treaty or agreement over Darwin Territory that doesn't give complete political and military control to us."
"True. So the status quo will remain in place?"
"Yes. We'll also be shifting units soon, in my talks with the Army command I've learned they'll pull out the 1st Australian Guards as soon as one of the activated divisions in Australia finish their reactivation training and one or two can be sent to the area. It's better to have such a unit minding the extent of our control in the bush, really."

"What do you suppose will be the Dutch response to our rejection of their offer?", Reginald asked.
"If they're smart? Nothing." Stephen rubbed at the corner of his forehead. "I mean, I don't see them accepting just pulling out, not with what they've argued. But they have to know that if they try to force more troops into the area they're just putting units at the end of a string we can cut with a blockade, in an area that cannot support such forces independently. So the best choice is the status quo. I believe by accounts we have rough numerical parity in the area so their defenses are sufficient to hold us out for quite a while." Left unspoken, of course, was that with the rail-lines as they were and the expanded lines being built currently they could soon post even more troops in the area to outnumber the Dutch with minimal logistic fuss. Not that such would happen anytime soon unless it had to.
"Shouldn't you make a public announcement to that effect, Mister President?", MacKenzie asked. "Make our position known on the prospect of further militarization of Darwin and the northern Bush Country?"
"That would just encourage them to attempt stealth in reinforcements," Stephen remarked dismissively. "And it would make the situation seem like it was becoming a crisis when I have no such intentions. No, we will merely refuse their offer and reiterate our own on giving them compensation and assistance in withdrawing and ceding complete control to us. Mrs. MacKenzie, please make sure to include a new offer to take over the contracts on these 'Pay-Bas' forces they use if they're so insecure about pulling them out of Australia. They are welcome to stay in a change of administration."

"Yes, Mister President."
"And have we any updates from Asia?"
"Last wires from Peking and Dongjing confirm that the Soviets are keeping the pressure up, some shots have been fired over the border, but neither government is wavering."
"Good. I don't know what's going through heads in Moscow right now, they're ramping up tensions just as Morales' anti-Communist conference is ongoing? That's just asking for trouble. And it's giving the Tories ammunition to push me to settle Darwin. Damned hypocrites cut the army and let things stand for 12 years and they want to put me on the spot...."
"What shall we do about it, sir?"
"What could we do? I doubt Moscow will back down because we ask, and there are those who want me to let Manchuria take lumps anyway. As it is, make the usual statements about our trade routes and right of free trade yadda yadda yadda...." Stephen noticed quizzical looks from Reginald and MacKenzie. "What?"
"'Yadda yadda yadda', sir?", Reginald inquired in a bewildered tone.
That caught him off-guard. "Yeah, what...." Now he had a bewildered look on his face. "I must've heard the kids say it, it's meant to mean 'and so on' or something like that."
"Ah."
With that said they finished their meeting and left... save Stephen, who looked out the window blankly for a moment.
"Yadda yadda yadda"?
Somewhere else, a few snickers erupted from a particular omnipotent being....


Summary:
Cascadia rejects the Dutch proposal and insists that any settlement over Darwin grant complete political, military, and physical control of the area to Cascadian authorities - anything else would be legitimizing the illegal land grab of the Dutch East Indies Company and the Union of Low Countries. Terms are offered for compensation and resettlement assistance for those who wish to remain under Union sovereignty, as well as a new offer to take over the contracts of the "Pay-Bas" mercenaries since the Low Countries cannot reassign them elsewhere. (Note: Karmic informed me after posting that the Pay-bas are local denizens in organized units - they would be permitted to stay obviously and likely be organized as a regional militia.)

As of now, Cascadia is only sending the usual insistences on respecting Cascadian citizens' property and rights to the potential belligerents; no other response is currently planned.

OUTRAGEOUS demands are being foisted upon the Manchu Kingdom by the Bandits who currently reside in Moscow, the Times-Gazette has learned.

In a letter directed towards the Manchu government, the Red Menace is demanding a controlling role in the internal affairs of Manchuria. They are specifically demanding the release of 5th columnists who are agitating for the overthrow of the Royal family. The letter coincides with an increase in the number of border incidents along the border.

"Frankly, it doesn't surprise me." Lord Wythe of the Whigs said when asked for comment. "The International Communist Conspiracy has long been gaining momentum, and the Russian flavor is the reddest of the lot. Only the Native communist organizations pose a more dire threat to the Grand Dominion."

"Unfortunately, this is yet more Bourgeois and aristocratic propaganda," Says the half-caste leader of the Social Democrats, Richard Ved. "The Manchu leadership are a bunch of dyed-in-the-wool reactionaries. They are nearly as bad as our own capitalists, who insist on the restriction of rights to over 50% of the residents in the Grand Dominion."

When asked if the Grand Dominion was aware of the increased tensions, a foreign ministry official merely commented that "We can only hope that the organization in Moscow and the Manchu Kingdom will peacefully resolve their differences. The Grand Dominion does agree that the Moscow Organization has no business in Manchu internal affairs, however."

Gutierrez filed away the telegram from Tel Aviv. He snickered at the thought of Enrique travelling from central Bolivaria to Tel Aviv in a week. In his mind, he traced his hillarious journey as a long red line extending from Huanuco to central Brazil, and again to the coast of Brazil, where the aircraft in the background faded into a ship as the line traced its way across the Atlantic, like in an American serial.
In fact, those serials have been drawing complaints from the indigenous communities, especially the latest episode in The Adventures of Professor Henry Jones. I'd better remind the Foreign Minister to lodge a complaint with the NordAmericanos.

He shook himself out of his reverie when he remembered the latest issue at hand - the Cascadians had agreed to equip the Sky Force with their new machine gun. He began composing a telegram to his buyer in California, authorizing him to purchase up to several thousand machineguns, or even license produce them if it became possible.

The South Atlantic

The Chilitinean battle line cruised through a light squall as Admiral Felix Obrador downed a cup of black coffee. He was a hard charging salt who was known for pugnaciousness. Under his command he had most of his nation's navy. 15 battleships, 16 heavy cruisers, 14 light cruisers and a full 60 destroyers. 20 of the newest S-boat submarines were also screening his force, mostly they were arrayed to intercept any moves from the Brazilian's if they put to sea.

Besides from the submarines and a few cruisers the Atlantic fleet was concentrated together. Admiral Obrador was truly hoping the Brazillians would come out to play but he doubted it would actually happen. The only pity if it did come to battle in Obrador's mind was that he hadn't taken delivery of the two new 18'' gun German Battleships yet. He was very interested to see what 18'' guns could do in action.

Note: The pacific fleet watching the PBC consists of 2 New York class battleships, 4 Furutaka class heavy cruisers, 12 R-boats, 4 C- class light cruisers and 24 destroyers.

"Baron" Roman Ungern von Sternberg of the Mongolian delegation was by far the absolute worst of the lot, openly spewing anti-Semitic bile and generally being disruptive. "Finally, I would like to say that the real problem is inflation, not high wages. If wages remain static while the prices of essential goods keep going up, the working classes will be left impoverished in short order, leaving them in conditions that breed and encourage the spread of Communism. You need people to buy your goods, but how can they do that if they don't have enough money? Your profits will decrease anyway simply because less people are purchasing. Everyone will benefit if wages are adjusted to counter inflation."

With that, José Rizal had said all he could at this point in the "Freedom" Conference. He simply sat there, listened intently to what the more moderate delegates had to say, and waited for any replies directed towards him.

Prime Minister Morales st outwardly impassive while José Rizal demolished the reactionaries. Inwardly Morales was grinning like the Cheshire Cat. He no longer had to offend the far right by repudiating their more ridiculous claims such as the anti Semite screeds; anyone should know the communists hated all religions equally(even though in his heart, Morales knew the Catholic faith was superior to all others.) Mr Rizal's embrace of trade unions bothered Morales, but that was secondary to the matter at hand.

Morales again addressed the assembly before anyone else had a chance to speak.

"Gentlemen I believe we should stay focused on our problem: international communism. The threat represented by red operatives is what brings us all here. This conference was not organized so we could debate each other on matters of internal politics, as noble and fascinating as that is. The threat to many of us is to great to spend time on such matters. We need action now! To that end I bring forth my proposal for the creation of the International Intelligence Sharing Agency to a vote."

There had been fairly wide support for intelligence sharing and Morales thought it would be a good place to start building momentum towards the passage of more controversial treaties.

(The Agency proposed by Morales is essentially a clearinghouse for information that will be shared among all member nations. The ilea is it would liaise with national intelligence and police organizations of member nations and then share the information they give it with others. It would also attempt to track fugitives the same way Interpol does. Their constant blabbering in the Senate really grates me."

Circular Missive to all Aircraft Companies and Design Bureaus in the Bolivarian Union

The Bolivarian Air Ministry has submitted a design competition for a semi-metal or all-metal monoplane fighter capable of speeds up to 180 mph. The fighter is to mount two heavy machine guns, and should have a range of 430 miles.

After his outburst at the Sky Marshall, Julio could not believe his good fortune. The Marshall had taken Julio's complaints in stride, and passed on word to the Sky Ministry about the need for a new fighter. What they are asking for, realized the young designer, is something radical. A monoplane faster than anything in the force, with heavier armament than a ground-attack fighter. A sort of scythe, in fact, for the skies.

Julio thought back to the wild designs that had been proposed towards the end of the European War, some of which had been built in Egypt. One such fighter, the Fokker D.VIII might have formed the basis of this new specification. Julio began sketching how such an aircraft could be wrapped around a 500 horsepower engine. Though I'd better design the early model for a Jaguar - or a Jupiter V. Those promised engines were never ready on time.

Julio remained quite unaware that his equally ambitious colleagues had coalesced around the abandoned design of the Handley Page Type S (H.P.21). Since that prototype crash, world governments had lost interest, but Llamushin's engineers believed it to be a promising export design for aircraft carriers. Had he known about this development, Julio would nonetheless have remained reassured that his design, embarrassingly conventional by comparison, would be ready first.

Unreal time - February 1925


The Soviet note asking for diplomatic recognition had stirred many an old reactionary and most of all, the Russian Exiles, of whom some had apparently decided to protest. Currently, a delegation led by their two only Reichstag delegates, Baron Wrangel and Grand Duke Cyril Vladimirovich, tried to no avail to get past the screen of secretaries and his valet Hans, who was standing at the door. A former Army boxing champion and Sturmtruppler, Hans grizzled face usually was enough to deter any but the most determined of men, and his 200 pounds of muscles did the rest in case anybody was insane enough to try to gain access to what he thought to be sein Kanzler, as an anarchist with communist ties had found out in 1924. When said anarchist tried to leap at Sänger with a knife in hand, Hans had practically beaten said anarchist to death with his hands, not even needing to use the Mauser he carried inside his jacket. The fact that they shared the same first name was a secret source of mirth for Sänger.

Even now it looked as if his Guard dog had managed to deter the delegates from trying to gain access to his office for there was a flurry of shouted curses and slammed doors to be heard. Sighing, Sänger looked through the window as the two delegates departed. As far as he was concerned, he did not care one bit for the Russian exiles. It had been enough that they were incompetent enough to lose control of their state, why must they trouble Germany now? Because a certain idiot went and got them out, he answered his own question.

His predecessor von Baden had tried to deter them from entering politics again, even going so far as to settle the majority of them in stalwart SPD districts, ensuring therfore none of those would get the political support to ever be elected to the Reichstag. However, as they were German citizens now, they were free to move as they liked and considering they largely came with most of their wealth intact - here Sänger cursed his own treaty once more - most of them had concentrated in three or four districts, culminating in them having two delegates succesfully elected in two of them. Of course it did not help the matter that most of the time they were demanding an increase in military spending and a declaration of war against the Soviet Union, oftentimes in the same breath. Moskau delenda est, Sänger thought tiredly.

A flurry of words in Russian erupted in his ante-chamber. Apparently not all Russians had left. Then his secretary screamend and a dull thud was heard. Assassination? No, Hans is not cursing - and Elise is still screaming. Abandoning his desk, the Reichskanzler opened the door and was greeted by a most curious scene. On the carpet a young women was lying, apparently unconscious, while a young man was bent over her, apparently trying to revive her. Hans meanwhile was steadying his secretary, who looked close to fainting herself.

Sänger took a quick look at Elise. Elise Li had been one of the first immigrants from china to Germany and had been engaged primarily of her typing speed and her command of Mandarin, which was a language Sänger had not found the time to master. "Elise. Get some water, please?" The secretary steadied herself and left, leaving the chancellor to address the young man. "You - stop wailing, it is not going to do a damm thing." Coming close, he looked at the young women. Her breathing seemed to be regular. "She just fainted. Hans, carry her into my stateroom." Gently, the giant picked her up as if she was made out of glass and could break under the slightest pressure - though given the size of his hands, this was probably for the best - and carried her into the Chancellor's stateroom - a room normally only used by the chancellor if he wanted to write a historic article or to relax, two things made almost impossible recently. The Room itself was decked out in the finest teak, the walls lined with books and the medals Sänger had received, but didn't wear.

Hans deposited his cargo on one of the reclining sofas. Elise returned with a glass of water, which Hans then took. Sänger nodded at the young man, but he seemed at a loss of what to do, hanging behind helplessly. Sighing, Sänger took one of the whiskey bottles situated on the wall, opened it and held it under the women's nose, stealing a glance at the young man while doing so. He seemed edgy about something and strangely familiar to Sänger as well, though he could not place them. His dirty-blonde hair had been elegantly coiffeured according to the latest fashion, meshing quite well with his blue eyes and athletic stature. Very strange - he looks like someone who should know what to do... The young woman who was now starting to stirr, shared several attributes with him, which with her age of 18 or 19 years caused Sänger to classify her as his sister. Like her brother, she had a slender figure, her neck was adorned by some freckles and her face, which like her brothers he would have called classical, was crowned by hair of the same colour of her brother, though most of what he guessed to be an extensive length was hidden under a stylish yellow bonnet. Like her brother, her eyes which were now opening, were of a blue-grey combination.

The sound of a glass crashing to the floor and Hans shouting "KANZLER" caused him to break eye-contact as he turned around fast. And sure enough, the young man had levelled a gun at him. "Nobody move." Sänger nodded at Hans, who had been about to quick-draw the revolver he had carried. "I said NOBODY MOVE." Sänger quickly calculated his options. Seeing as how Hans and he were two, there was a high chance they could jump the would-be-assassin before he got a chance to shoot them both. However, with the gun levelled at him, he did not really care to bet on his odds. So he settled for the second option. Talking. "What do you want?" "My sister has a declaration in her purse. I want you to read it."

Sänger turned to the woman, who looked very much flustered about the whole thing and had not moved a thing, apparently being in shock. As he extracted a paper from her purse, Sänger briefly considered grabbing her and using her as a human shield, but she seemed generally surprised about the current events - and in any case, he was not about to go into the books of history as being the coward who hid behind a girl.

The Reichskanzler took the paper and read it. "Where hereby Germany...recognizes the barbarity of the communists...promises to never honour a soviet state and - oh this is rich - pledges its full faith to the restoration of the Tsar - tell me, young man, how is Germany supposed to do so? Ask the soviets? And who is going to be Tsar - you?"

The young man turned red. "Do not mock my convictions, Doktor." Sänger snorted. "It is easy to demand respect with the force of a gun. But tell me, what is supposed to happen in your fantasy? Shall I declare war?" Common sense dictated Sänger to stop, but rage had gotten hold of him. "Do you think I am going to walk to the Kaiser and tell him we are going to war because of you threatening me?" The young man's arm quivered for a moment, then continued on. "I ask you to respectfully consider our concerns." Sänger nodded. "I did. They are idealistic and foolish. No nation will ever go to war over something you could not protect yourself." "YOU ABANDONED US."

The shout stopped Sänger in his tracks. "I did what?" "You. You did. With your great ships and men you could have helped us - but you did nothing and let the communists take over." Sänger sighed. "We had just fought a terrible war. If we had fought anohter, our own nation would have been lost." The young man however was not fazed by reason. "I was in St. Petersburg when your ships arrived. You were all well-fed, your ships and your guns glancing beautifully. I thought salvation had arrived - and then you told us you had made a deal with the communists and we could leave the country with you or stay." Sänger nodded. "It was not my decision - I was a diplomat back then, doing what I was told." "Don't lie. It was your recommendation to desert the white cause and now you will do the same with us again. You are a traitor."

Sänger pointed at the wall. On it was hanging the order of St.Andrew with the other customary decorations extended to a holder of that order. "This was given to me by the Tsar personally after preventing a war in 1915. If you really think that I did anything out of malice or because I hate Russia, I cannot stop you." The young man's grip tightened and Sänger started calculating on how fast he had to move to evade the bullet and how fast Hans, who was tensing up, had to move to stop him.

"Wanja. No." The girl - no, woman - had apparently regained her senses and was now advancing on her brother, talking to him at a rapid pace. One did not need to be a Russian to understand what was going on, but it helped to understand Russian as she implored and begged her brother to stop it, then took on a more reproachful tone when reminding him of their family's honor and then finally begging him not to do anything further because after all, she loved him and would hate to see him hurt or do anything that would damn his soul. Finally, her pleas were joined by tears and at that sight, Wanja lowered his pistol.

Which was all Hans needed as he jumped forward and planted two heavy punches in quick succession at the skull of the young emigreé. The man dropped like a stone and Hans would have stomped on him just to make sure had Sänger not yelled at him to stop. Hans quickly came to attention. "My apologies, Reichskanzler. I should have checked him for weapons." Sänger shook his head. "No apologies necessary, Hans. Take him outside and wait for my signal. You, stay." He gestured at the girl, who now had started to cradle her brother's head in her lap, silently crying. Hans swung Wanja over his shoulder like a sack of coal and exited the room, only to be greeted by members of the Guard who had been called by Elise as she had heard the shouting.

Inside the stateroom, Sänger poured two glasses of scotch. "Scotch?" The woman, who was now standing straight, shook her head, trying very much to keep her composure. "Did you plan any of this?" She once more shook her head. Sänger swallowed a mouthful of scotch before walking over to her and looking into her eyes. She stared back, not breaking eye contact. Whatever else she was, she had more willpower than Sänger had originally assumed.

"You are children of Russian aristocrats." It was not phrased as a question and in any case, her bearing would have given her away in any case, so the girl stayed silent. "I do not understand. Why risk your life for something you barely remember? You must have been no older than ten when you left Russia." When the Girl spoke, it was but a whisper. "I remember everything. I remember our house in the city and in the country, I remember the gardens I used to play in, the vast roads I used to ride on, the fox hunts...I remember the piano I used to play...most of all, I remember your ships steaming into St. Petersburg, more powerful and grand than anything I had ever seen and then..."

Her voice broke. "And then I did what I was told to do." Sänger added. "Why threaten me for trying to find a balance between what was best for Germany and for you? Do you think a Russian would have done anything differently than I did? Would you have committed Russia to a ruinious war, risking million of lives?" The girl flinched, but held her ground. "I was not in your position." "But you most likely saved my life - why?" "I had no idea what Wanja was about to do. I really fainted - it was not an act." Sänger chuckled. "That I know - nobody is able to fake fainting when forced to smell 18 year-old scotch." The girl folded her hands. "What is going to happen to my brother now?" "Hans got him pretty good, he might have a concussion." "Besides that?" Sänger downed the second glass of scotch. "If I have him prosecuted, I would create a martyr among the exiles and reveal that my security was easily compromised. I do however never want to see him in here again."

The girl breathed a sigh of relief. "Thank you." After a pause, she added "Are you going to recognize the USSR?" Sänger smiled. After reflecting on it, he later would claim that it was the scotch that prompted him to ask the next question. "What would you do in my position?" The Girl pondered this for a few minutes, then settled on "I wouldn't want to presume..." "Very well. Spain is an Ally and France and Britain have responded favorably to diplomatic initiatives. Therefore, the west - except for the communist dutch - is relatively safe. In the east, Poland has amassed a formidable army, as has the USSR. If the USSR is a threat, Poland will need Germany. If the USSR does not receive diplomatic recognition, it will view Germany as a thread. If however we have diplomatic contact, we might be able to prevent another war."

The girl nodded. "May I take my leave?" Sänger crossed the room and called for Hans. A few seconds later, Hans entered. "Reichskanzler?" "Have them both driven home, no charges are to be filed." Hans was about to question the wisdom of this, but when he noted the Kanzler had made up his mind, he just nodded and held the door open for the girl to leave, which she did after curtsying to the Kanzler.

Just as he was about to leave, Hans noticed the Kanzler motioning for him with his right hand. "Herr Kanzler?" "Get me their address and their names. I think the two of them might still have a role to play in this...."



Twenty-four hours later, the German Empire formally recognized the USSR as a sovereign state.

New deployments

The German fleet and army has received several new deployment orders in light of recent political tensions.
Five Barbarossa class liners and 14 support ships, escorted by the Battleships Markgraf, Baden, Nassau, Westfalen, Helgoland as well as 2 Novara class cruisers, two Hamburg class Cruisers and 12 destroyers (2 Tatra, 6 Z22, 4 V-112) have been ordered to sea. These ships carry three marine, three pioneer, 1 Sturmtruppen and one heavy and normal artillery brigade each. It is thought they will join up with the two colonial brigades stationed at Dar-es-Salaam to reinforce the troops there in preparation for convoy escort duties in the indian ocean, while the pioneer brigades will start to reinforce the naval base to make it capable of handling the extra loads. The liners SS Kronprinz Wilhelm, Kaiser Wilhelm II and SS Hansa were requested for this duty as well. The heavy cruisers SMS Blücher and SMS Dohna, currently stationed as Dar-es-Salaam, will join up with this fleet as well.

As we have heard, Five Barbarossa class liners, 14 cargo and five auxillary ships have also been ordered to sea, escorted by the Battlecruisers Goeben and Moltke as well as 2 Köln class cruisers and 6 destroyers (4 V-116, 2 Z22). These ships carry 3 brigades of Marineinfanterie, 2 Sturmtruppen and one artillery brigade. These ships will join with the Heavy cruiser SMS Manteuffel at Flores and pick up the four colonial brigades stationed in the german pacific island possessions before proceeding to Tsingtao if the current situation in the far east escalates. A request to the Cascadian Navy for further escort has been submitted.

Germany has also dispatched the Battlecruiser SMS von der Tann to Uruguay, stating a strong desire by the german emigrants to that region to become hosts for the German Navy. SMS von der Tann was the fasted Battlecruiser when it was launched and is reported as a crack gunnery ship. The heavy cruiser SMS Kanitz, stationed in Ghana, will probably join up with that fleet as well. The six colonial infantry brigades in Ghana have been ordered to high alert and the Liner SS Albert Ballin has been asked to delay its passage to Europe to serve as an emergency troop transport if needed.

The Reichskanzler declined to comment on whether this was a reaction to socialist movement in Southern America, merely noting that the nation of Spain is considered a strong friend by Germany. The Reichskanzler did however cite the recent tensions between the USSR and Manchuria and the resolved indian Ocean crisis as the resons for the deployments, stating that it would be irresponsible for the press to lump them together as they are clearly different and unrelated deployments.

The Berliner Zeitung has also learned that several German U-Boots have left their bases.


Chinese immigration going strong
With the recent arrival of the steamer SS Kronprinzessin Cecilie in Venice, the number of chinese immigrants to Germany has risen considerably. Authorities expect total chinese immigration to Germany will hit the three million mark at the end of this year. Chinese Immigrants have been resettled by the Ministry of the Interior in order to repopulate areas devestated by the war, to speed up reconstruction, or to populize the German colonies.

All chinese must demonstrate at least rudimentary competence in German and knowledge about the German laws. No applicant may be older than 30. As a result of this, Tsingtao has become a major transit point, with large segments of the populations using it as a temporary home before eventual settlement. Large parts of the civil servants and military members in Tsingtao are nowadays spending their time handling the arrivals and teaching them the essentials.

This move is also widely criticized in some conservative circles. One influential radical leader was quoted as saying: "If Herr Sänger loves the Jews, the slavs and the chinese so much, why does he not paint his face yellow and marry one of the bolsheviks?"

Now, Admiral, I take it the news have gotten wind of it?" "It was not be helped, Herr Reichskanzler. After all, we had to use some civilian ships for the operations. Thankfully, the Norddeutsche Loyd and the Hapag were most understanding."

Sänger nodded. "They are hoping for subsidies by the government for new construction. Alright then. Now, General von der Lieth, I have read the report for the autogyro. Do we have someone on the team?" The Commander of the Luftwaffe nodded. "Yes, Sir. A Bremer named Heinrich Focke." Sänger nodded. "Excellent. he is to be appointed German representative on the team and given any funds he needs. Now what of the Yishuv?"

"The pioneer company has arrived and is making preliminary evaluations in case the Egyptians give the go-ahead.", Field-Marshal Mackensen answered.

"Excellent. This concludes our business for today, Gentlemen."

Excellencies,
Germany urges all nations to consider peaceful means to the current situations and would like to stree the fact that mediation may be preferrable to an all-out war.

Ambassador Nishibori had just finished a respectable lunch when he began work on his letter. He had just finished reading reports on the matter this morning. A week ago he and his team had delivered a notification to the Soviet Government stating that it might be beneficial to foreign Relations to open up a few Japanese Resteraunts in Moscow and Leningrad (Stas, if it is called Petrograd in this timeline, just tell). Their had been considerable debate in the diet before this conclusion had been reached. What he was doing now could have a major effect on future status of the Japanese Empire in the Asian World and the world at large as well as securing the strength and prominance of the Empire on the whole.

The silence of the night was brutally disrupted by a series of detonations. Explosions rippled through the factory complex, tearing apart people and machinery alike, sending flowers of fire blooming into the starlit sky. Sirens began to wail even as horrified overseers raced to mobilize sleeping workers and limit the damage done. Police, firemen and military personnel stationed nearby mobilized with a stunning quickness belying the political muscle of Siddiqui MI and its owner, Sheik Abdeh Helali. Their frantic efforts would be largely in vain however: the saboteurs had done their work well, charges had been placed in the most vulnerable sections of the work halls, collapsing much of the vaulted stone and steel ceiling down onto the machines used to produce tanks and firearms below.

In the general chaos, no-one took notice of the two cars careening down the streets of Alexandria, or the grim-faced and blond-haired men in them.
