Yes, but Secretary Doyle took off fairly quickly. Otherwise my earlier post doesn't make too much sense. I'm trying to retcon the least amount possible. It doesn't make sense that Doyle is annoyed and wants to expand the military presence at Port Nike if he talked to Exarch Decius and is starting work on some sort of deal to remove the presence there.
However, tone of the discussion between Premier Shady and the Huang Di is not conducive to there being a long period of diplomatic discussion. Ditto the lead in by Lonestar. I'd imagine weeks, possibly a month at most. Couple weeks after that, at most, since this is really a fairly simple treaty, we have a nice flashy press conference to officially sign the deal (though preparations for the agreed terms would have already been in motion).
Which brings us to today, where the terms would have finished executing, resulting in Livorno no longer hosting a fleet base for the UCSR, and Port Nike being in civilian (though still government) hands.
That's fine with me, though I would imagine that there's still lots of to and fro that would last for weeks between UCSR, Frequesue, Byzantium within CATO to get everything settled.

JASSM-XR, but yes. It adds roughly 6 feet to the length. Different warhead variants have different ranges, of course. Some warheads take up more space, and so displace more fuel. It can only be carried internally on a B-1 that has the internal partition either moved or removed. External carriage is possible on nearly every aircraft, though it's really only slated for carriage on the F-15G and A-7G.

Going from the wiki the JASSM (AGM-158A) was a 230nm range weapon, the JASSM-ER (AGM-158 B-H) was listed as a 500nm range and the JASSM-ER Improved (AGM-158J) was listed at 700nm and lastly the new JASSM-XR (AGM-158K) at 1200nm.
There may be some confusion with the JSOW-ER which is a 350nm range weapon currently working to develop a longer range breather motor which would add about 16" to length, 4" to overall width and range up to about 475-550nm but that's an in-development weapon and its principally a glide bomb versus the JASSM which is a fully powered missile.

Well, technically all of this is drawn from existing ideas. Not much of what I come up with is new. Makes it easier to figure things out. Effectively what has occured is the same changes that drove the AGM-86A into the lengthened AGM-86B. Difference is that the JASSM-XR is significantly more stealthy than the AGM-86B. The JASSM-XR can be accurately described as a long range ALCM, while the ER and original A models are more mid-range.
Given that the AGM-86C has a not much greater nominal range than the ER, I'm probably underestimating the range of the K model. *shrug* The L and other conventional models will have a range of around 1000 nm.

Either that's a really big gun or that turret is automated? The design reminds me vaguely of the Merkava, although on the whole the tank looks too small to be an MBT to my (admittedly completely untrained) eye.
Personally, that design reminds me more of the PT-76 than the Merkava.
