With the CSR on the warpath again and other developments closer to home, Indhopal's military was at a high state of alert. All ships except those undergoing refits were put to see and air patrols were bring conducted vigorously, including a few long range ones.
Indhopal also finally decided how many submarines to acquire over the coming years. They planned to gain 16 of Coilerburg's cheap subs over the next four years, along with another 4 type 212 boats over the same period. It was also decided that four of the new FTO missile boats would be acquired over time. Along with their Destroyer purchases, Indhopal's navy was looking at big growth. The air force had recently gotten the lion's share of appropriations money, now it was the navy's turn.
The air force was also expected to continue with its slow growth, and AAA systems were expected to also be slowly upgraded. Being build were a few hardened missile sites similar to what Shepistan had deployed. Only a token amount could really be built however. The army was again only getting just enough funding to keep it current, no big new weapon systems were expected for them.

Constantinople Shipyards has been contracted to design a replacement for Type 212B submarines. The new submarine is expected to incorporate a number of advances, including AIP and possibly RTG (Radioisotope Thermoelectric Generator) or a miniaturised nuclear reactor, and perform a number of roles. It is rumoured the the new submarine may come with a new 950mm torpedo launcher that is backward compatible with 533mm torpedoes already in service.

The main body weighed about 16 tonnes; larger than most submersibles, designed to dive to a depth of 600m. The vehicle had a number of pods; two pods on the edge of each wing rudder housed a towed sonar array while the pod at the front housed a spherical array. Two bulges at the side and one on top each housed a planar array. The unmanned underwater vehicle had two high-powered active transducers with bistatic receivers. On each wing carries two modified lightweight torpedoes, MU90 Impact (or Hard kill depending on mission.)
The vehicle was carried into the Black Sea aboard a specially refitted research vessel, then released into the Black Sea for tests. It will be brought to the Mediterranean as well for further tests.

New ships to join Cascadian Navy in coming months
The Cascadian Navy's expansion continues in the last quarter of 2009, starting with the recent formal commissioning of the CRS Rosario. The fourth Olympia-class missile cruiser is a 11,000 ton vessel equipped for primarily anti-ship and anti-air engagement and will be assigned to the Home Fleet.
The Navy will also soon finish final delivery trials on the CRS Kenneth Rogers, a Patrick Jefferson-class frigate, and has confirmed purchase of six of the surplus Shinra frigates offered up for sale. Official announcements indicate an intent to form a permanent Van Halstoff Force to complement Adabani Force in maintaining Cascadian defense and security requirements along the northern coast of Veleria.
The Defense Department has stated that since the formal announcement of the Japanistani-Astarian Treaty, there has been "sharp discussions" amongst senior policy-makers on how to best meet the new security situation in western Veleria.
An-22 model tankers filling RCAF Airfields
The controversial Food-for-Tankers Program has led to the RCAF's airlift capability more than doubling literally overnight, as Shepistani "KC-22s", modified Antonov-22 transports, have begun landing at airbases across Cascadia. The program was envisioned by Senator Kylie Hanson of Oregon as a way to encourage Shepistan to honestly pursue the force cuts mandated by the armistice with Old Dominion while helping them with humanitarian aid. The program permits the Defense Department to pay the Shepistani government with "Food and Rebuilding" credits authorized by the State and Treasury Departments that the Shepistani government can use to purchase civilian goods and foodstuffs needed to rebuild their infrastructure and feed the Shepistani populace after the punishing MESS airstrikes against Shepistan in the One Week War.
It is not considered likely that the RCAF will be permitted to keep all of the KC-22s. A quantity is expected to either be sold off in turn to other nations or converted into civilian aircraft for sell to private companies. A quantity of those craft kept by the Defense Department will be assigned to the Cascadian Navy to provide them with operationally independent airlift capability.
The ultimate cost of the program is expected to go up to roughly $20 Billion, though the cost will be offset by any sales of the acquired aircraft mandated by the Treasury Department.

Government contracting documents posted on the website of the Ministry of Finance for public review have given the populace at large its first clue into the future of what has been the Government's largest, and to date, most tightly held defense project. The program has, to date, consumed more than 80% of total defense spending over the course of more than a decade of prototype and initial design work. Only within the last three years have test reports and annual updates become available to the limited defense and naitonal security press. Now required disclosure of any construciton contract or project bid associated with eminent domain claims has given the first insight into the future of the program as a whole.
More than 37 parcels of land throught the country, varying from 5 to fifty times as many hectares, have been seized in a massive eminent domain claim and a series of base construction contracts have been issued for all of the parcels. Most of these contracts are designed to cover only the most rudimentry construction through all universally require a perimeter as physically secure as is possible without foot patrols. Experts have already weighed in to indicate that the contracts and the commensurate construciton will serve as the legal basis to withold most information on future contrats on the parcels as they will have passed to full government ownership after this construction is complete and no longer be subject to disclosure requirements.
Ministry of Defense officials have refused comment throughout the process and today was no exception. The sole piece of information discolsed was confirmation that the seizures and construction contracts are part of "New Horizons" but the site specific purpose for each parcel as well as additional project information remains a tightly held secret. San Dorado International Airport
The pomp and circumstance that surrounded the arrival of the Emperor of Byzantium was overwhelming. It was the first time a monarch of the Byzantine Empire visited the city-state, and San Dorado was determined to make a good first impression. Of course the President was present at the airport; so were the four General Directors, the Patriarch of San Dorado, and dozens of diplomats, businessmen, analysts, officers and other persons of importance.
As the Emperor descended the stairway of his personal aircraft the San Dorado Marine Corps Marching Band began to play an impeccable version of the Byzantine national anthem, followed by a series of classical tunes. As usual the temperatures in San Dorado were tropical, the sky was stark blue, the sun flared in the noon sky, and the smile of President Hank was broad and genuine as he shook the hand of Emperor Heraclius.
"Welcome to San Dorado, your worshipfulness! We'll hope your stay will be a pleasant one - certainly we'll do everything to accommodate you and yours", the president motioned to a series of waiting helicopters as the Marching Band segued seamlessly into an up-tempo tune. "If you'll come this way? I'm afraid we'll have to take a helicopter to the Palace, you see the traffic is really quite hectic this time of day..."

The pomp and circumstance that surrounded the arrival of the Emperor of Byzantium was overwhelming. It was the first time a monarch of the Byzantine Empire visited the city-state, and San Dorado was determined to make a good first impression. Of course the President was present at the airport; so were the four General Directors, the Patriarch of San Dorado, and dozens of diplomats, businessmen, analysts, officers and other persons of importance.
As the Emperor descended the stairway of his personal aircraft the San Dorado Marine Corps Marching Band began to play an impeccable version of the Byzantine national anthem, followed by a series of classical tunes. As usual the temperatures in San Dorado were tropical, the sky was stark blue, the sun flared in the noon sky, and the smile of President Hank was broad and genuine as he shook the hand of Emperor Heraclius.
"Welcome to San Dorado, your worshipfulness! We'll hope your stay will be a pleasant one - certainly we'll do everything to accommodate you and yours", the president motioned to a series of waiting helicopters as the Marching Band segued seamlessly into an up-tempo tune. "If you'll come this way? I'm afraid we'll have to take a helicopter to the Palace, you see the traffic is really quite hectic this time of day..."

The QF-15A had originally been destined to eventually die in a fireball, either from it's own self-destruct charge, or the warhead of a friendly SAM or AAM. It still could end up dying from its own self-destruct charge, but now it had a real mission.
This QF-15A was carrying a HARM missile. It would be testing the idea that unmanned drones could take the "Wild Weasel" role of destruction of enemy air defense. In this case, like most cases, the warhead was actually instrumentation. They needed to test whether the aircraft could respond quickly enough as well as be resistant enough to opposing ECM to retain control. Most of the systems had been set to as automatic of operation as possible.
It was a success, but only the first of many tests.

It was strange. Just as suddenly as it had started, the bizarre preparations undergone by Coilerburg's military-stopped. Civilian ships were returned to their former owners, and the army resumed its typical routine. To those watching, it did not convince them of the junta's stability.
General Helmut seemed to be under a lot of pressure. He knew that it was something he and the rest of the junta had to do, but few felt like actually doing it. But it was done nonetheless, after this mysterious preparation suddenly stoped.
A new constitution (that would still give the military plenty of power), would be written, and Coilerburg would return to civilian control. The junta agreed to it, because the FTO was losing paitence with them, and they didn't want their country to go down. With civilians back in charge, Helmut could step down from the pressure of national leadership, and concentrate his life on what he wanted to do most-build Coilerburg's New Army.
But there was one last thing that he needed to do, while he still had the absolute power to do it. The navy had to go. It did nothing but form corruption and waste valuable funds. All that Coilerburg truly needed was a small coastal force-and it would have that. The grand decommissioning of Coilerburg's navy began, with all seven Burkes, all four large support vessels, and the Mistral-class LHA Extender being decommisioned. Helmut was worried that Teri might try to stage a coup against him to keep his warships, but that thankfully did not come to pass.
A fairly short time later, the handover to Helmut's chosen civilian leader, former trade minister Michael Rose was undertaken to great fanfare.
The decommisioned warships are up for sale to approved foreign governments.

While that does give them some measure of protection, it affects reaction time. We believe that the best way to approach to this is to house radars within the structure and raise them when the need arises."

Right after the bomb went off, McCauley, Cheritto, Shiherlis, Trejo, and Shroomgro piled out of their own Prius while Breen waited in the driver's seat in case his comrades had to make a getaway. The five Shroompeace terrorists, armed with various weapons (Colt Commandos for McCauley and Shiherlis, an IMI Galil for Cheritto, an AKS-74U for Trejo, and a Steyr TMP for Shroomgro), charged out with guns blazing, not caring for any civilians in the way between them and the Shepistanis; to them, the Shepistanis deserved to die for their crimes against the environment, and the Langleys also deserved to die for consorting with these rapists of Mother Nature.

Drucker wasted no time in getting on the horn to headquarters: "Bomb exploded in front of Shepistani Embassy! Shots fired! Requesting SWAT support! Over!"
While Drucker sent word to HQ, Hanna and the other detectives immediately went to the trunk of their car and got out their rifles; Bosko and Casal armed themselves with Colt M16A2s, while Hanna took out his favored weapon, a Fabrique Nationale FNC. Once Drucker was done notifying HQ, he grabbed a Mossberg 590 shotgun from the trunk and joined the three detectives as they ran into the fray...

The Astarian Embassy in the ancient city of Constantinople was one of the insular slavocratic nation's few diplomatic links to an outside world that for the most part detested them, particularly after the Star of Sweethaven incident and all the implications it held.
It was a usual day of thin business for the embassy, Astaria's sole contact with the heart of the Old Continent, when a diplomatic courier arrived in the lobby. He carried no boxes, envelopes, or briefcases, but he asked for the Embassy to sign for a delivery, the form bearing the seal of the Cascadian State Department.
After the signature was made, the courier left and returned with multiple boxes that had to be wheeled in. The bewildered Astarian embassy staff would examine them as they came in.
Inside were transcripts, transcripts of interviews with the International Peace Corps volunteers who had been on the ship as well as the Bissauruans and other southern Velerians that had, under Astaria's own laws, been illegally taken. Their testimonies would provide the Astarian government with information it could use to investigate how they were sold into the Astarian slave system. Convictions that might in turn deter such actions by others, and might even find people in similar situations.
Gulf of Carpenta, North Veleria
The Cascadian landing craft came a stop on the sand beach and permitted the team of Marines, being led personally by Col. Clyde Barber, RCMC 3rd Brigade CO, to move out and offload the first clearing vehicles being brought in to Welles Island. He looked around and shook his head. "Damned jungle island isn't worth a god damn if you ask me," Barber muttered before making sure his orders from on high were carried out. The island had been catalogued by the Kennington Expedition in 1705, the Shinra-native explorer Mark Kennington naming the island for his friend Samuel Welles, a native of Bremerton in what was at the time the Confederacy of Cascadia, who had served as ship's surgeon before being among those killed by natives in what was today Tanvarika.
The island was just off the coast of Veleria at the southern-most reach of the Gulf of Carpenta, covered in lush jungle but with no immediate human habitation. Scout UAVs launched from ships in the Republic COG, which were just off the coast, confirmed some signs of habitation by Velerian aboriginals, the descendants of the same handful of tribals Kennington had once spotted through his own looking glass while sailing around the island.
The idea of establishing a base at Welles Island, or nearby, had long been approved by the Cascadian government to provide a midway station for flights to and from Van Halstoff. But the tensions of the situation in al-Akharabat and the increasing Japanistani presense in Western Veleria had motivated the government to focus on getting Van Halstoff established more fully. That had been done, was still ongoing, and permitted a final freeing up of resources to establish the Welles Island Base. This would provide aircraft, especially shorter-ranged fighters, an additional way station on the way to and from Van Halstoff. There would even be a detachment of two KT-15s assigned to Welles Island when the airfield was ready.
It was speculated that mineral riches like those in northwestern Veleria, untapped during the age of Imperialism, might exist, and might even pay for the base's establishment just as the government was starting to regain money for the first base through leases to the mining companies now operating in Van Halstoff.

The MacMillan Megacorporation subsidy MacMillan Heavy Industries has offered to design and construct the light aircraft carrier requested by the Corporate Republic of San Dorado and the Tanstaafl Raj.
The proposed light aircraft carrier - called "De Shroom" by its designers.
MacMillan's answer is the "De Shroom", an aircraft carrier that - if approved - will combine fixed wing V/STOL and helicopter air operations, command and control operations.
Due to the high level of technology involved in aircraft carrier design, the Mushroom Military and the Ministry of Shroomanian Homeland Affairs in Foreign Territories (SHAFT) has expressed their concern of certain technology restrictions being violated in the potential construction of De Shroom.
MacMillan has thus offered to build the ship itself while the weapons, sensors, electronic warfare and other more sensitive and "esoteric" systems will be for San Dorado to design and input as they see fit - allowing them to customize their own aircraft carrier to their own specifications. This proposition will give the De Shroom a more affordable price range and will allow the San Doradoans, and perhaps the Tanstaaflis as well, to take part in building their first aircraft carrier themselves.
The price range will be negotiated behind closed doors as, for the first time, the MacMillan Megacorporation will not be providing products to a nation, but rather to another corporation - a Corporate Republic. Of San Dorado. And the Tanstaafl Raj.
However, judging from similar aircraft carrier projects, the cost of constructing the De Shroom will most likely range at around 2 billion Shroomanian Dollars.

The PeZookian police was infamous for it's effectiveness, some said that there were hardly any criminals left in PeZookia. That was not actually true but it gave one a good idea on just how effective the police was. Right now they were preparing to raid a drug operation in an old warehouse near the outskirts of Orena. The weather was working in their favour, it was rainy and dark so the SWAT teams managed to get into position without being detected. "All teams report in.", the sergeant said into his radio and within a few moments he got confirmation that everything was ready. "Now we ask them to surrender.", one of the SWAT men said, he was new to the team so the Captain was not surprised by his question. "Yes, now we ask.", the Captain frowned and raised his microphone, "This is the Police, you are surrounded. Throw down your weapons and come out with your hands behind your head."
The Captains voice echoed through the night and the men inside the warehouse started to run around in panic. "What do we do boss?", the young man asked his confused boss. His boss was an older man from Sjenska who had fled to PeZookia when the USSR came in to ruin everybody's fun. He was an explosives expert who used to be a rich man in Sjenska but now he was reduced to working for PeZookian crime lords, if they could be called crime lords, they were more like businessmen. "Get your weapons.", the man yelled, "I'm not letting them take me alive.", he thought to himself. Some of the men did as they were told but a lot of them just stared at their boss. "I know what you are thinking, you would rather live in a prison then die. Trust me when I say this, most of you are in PeZookia illegally, most of us are wanted men from Sjenska. Where do you think we will end up? A nice cushy PeZookian prison or a USSR hell-hole.", the man said, "And besides you all know what we are making here, do you think they will go easy on us when they find out. No...they won't. The PeZookians will simply ship us back to the USSR and I for one don't want to go back. I say we make a run for it, we go out the back and fight our way out."
The group of men looked at each other for a moment and then grabbed their weapons and started running towards the vehicles parked in the back, unfortunately for them it was already too late. The windows shattered, the lights went out and smoke started filling up the warehouse. This was no ordinary smoke, it was tear-gas. Courtesy of the PeZookian SWAT team who were tired of waiting for the criminals to make up their minds. As the criminals panicked and tried to cover their faces to protect themselves from the gas, windows could be heard crashing and doors slamming open. The SWAT teams were coming in, equipped with gas masks and night vision. The old man from Sjenska was the first to start firing his weapon randomly in the dark, and then all hell broke loose as his men joined him. Unlike the criminals the SWAT team could see in the dark, they were god's of the night, and when they started shooting criminals started dyeing. A couple of minutes later it was all over, they were all dead. The final gunshot was an exclamation mark to everything that had led to this point. "They refused to surrender so they died, it was their choice not ours.", the SWAT Captain said as the lights came on, "Secure the location, check for survivors and inform the detectives they can come in now."
Five minutes later a pair of detectives in civilian clothes came in, accompanied by forensics experts and other members of the clean up crew. "Jesus, Captain. Did you have to kill them all?", the female detective said when she saw the inside of the warehouse. "We had no choice, they refused to surrender and decided to fight back.", the SWAT captain said, "Would you rather that my men were splattered on the floors?"
"No, of course not.", she said, "Did you have any casualties?"
"Two of my men were wounded, but it's nothing serious...", the Captain was interrupted by one of his men, it was the new kid, "Sir I really think you should see this.", the young man said and pointed at the large crates nearby. The two detectives followed the Captain as he made his way towards the crates. When they got there the Captains face changed and he grabbed his radio, "All units evacuate the warehouse. There is a bomb in the building. I say again, all units evacuate the building." Inside the crate a timer was ticking and it was already under three minutes, a last gift from the old man. The Captain looked around and realized that the warehouse was not actually a drug lab but a bomb lab. Common chemicals were spread out all over the crates and tables in the warehouse, chemicals which could be used in the creation of AMFO explosives. Various thoughts were going through the Captains mind, "Who? Why? When?", he looked around to make sure everybody left and then glanced one last time at the timer, it was now under two minutes. He ran out while talking into his radio, "Is everybody out?"
"All units report clear Sir.", a voice answered him as he was coming out of the warehouse. He ran behind one of the SWAT trucks and waited, he didn't have to wait long. The night suddenly became day as a number of explosive devices set on various locations in the warehouse decided to blow. The warehouse erupted in flames and pieces, and all they could do was watch the spectacle unfold. "Goddamn it.", the Captain said as a piece of the warehouse smashed into the ground near him.
Result: Things go Boom in PeZookia.

An explosion rocks Orena and sends a plume of smoke into the air.
The quiet outskirts of Orena were violently rocked awake in the wee hours of the morning as a warehouse suddenly exploded, sending shockwaves that vibrated windows and set car alarms on for more than a mile away from ground zero.
Immediately on the spot was the PeZookian police force, coming in with emergency response teams and even a SWAT detachment. An explosion rocks Orena and sends a plume of smoke into the air.
The quiet outskirts of Orena were violently rocked awake in the wee hours of the morning as a warehouse suddenly exploded, sending shockwaves that vibrated windows and set car alarms on for more than a mile away from ground zero.
Immediately on the spot was the PeZookian police force, coming in with emergency response teams and even a SWAT detachment. Indeed not. Insisting on isolation at all cost makes you actually look silly. Not to mention, bad for a nation which prospers on trade. You need a firm backbone to stand up against others, while being capable of indulging in some give and take. I think the FTO can be successful, but you need to establish rapport with other nations beyond the FTO. I do not see the SNC becoming a threat in any way to the FTO and I believe Comrade Stas will be a man of his word, though admittedly, he's a bit rash at times."Then there is external relations - I know I've been one of the loudest advocates of Frequesuan isolationism in the past, but recently I've come to wonder whether that was truly in our interest. As for the CSR's actions against Astaria, the way I see it is that so long as the Astarians indulge in slavery, the rest of the world will regard them with disdain. Though personally, I would have preferred that the CSR avoided using munitions against the Astarians. It won't do much good in my opinion beyond sending a strong message which may or may not be heeded. However, to me, the more pressing issue is not Astaria's slavery, but rather Astaria's decision to sign a friendship treaty with Japanistan. Whether or not that treaty will develop into an alliance concerns me greatly.
The MESS on the other hand, is evolving into a passive alliance rather than a strictly defensive one. I think the recent war and the losses involved has resulted in some.. misgivings. However, the MESS will continue its goal of mutual cooperation in scientific, trade and defence technologies, and Byzantium sees value in such an alliance."
