Don't Worry, He is left so far in the dust in the space race that within a couple of decades, FUN and the MESS will have colonies on the moons with anti missile laser clusters while he is still milling about on Nova Terra cause he does not have a space program, that would mean less Tanks and such.

Actually investment in my conventional army has been pretty much zero except for SAMs, and I sustain my strategic missile deployment via converting armored unit to that purpose, efffectivly keeping my operating budget static. With nuclear weapons it hardly matters if I use a T-62 or the latest M1A3s, any gun from 105mm on up can fire a linear implosion bomb, and since land wars are virtually impossible even that doesn’t really matter.
Also remember a lot of the weapons R&D the UAR is doing is very much duel use.
Ballistic missile work means I’m not quite in the space race dust, and the combination of Saddamistan work on mobile nuclear reactors and Shepnukistani work on nuclear ramjets places the UAR well above most other states in this field. Work on MGM-131D improved ramjet missile has to be completed first though, then we’ll start on the nuclear ICBM, and then a nuclear space booster.
Anyway, you’ll have to shell out literally trillions to build self sustaining moon colonies of any significance, I am not terribly concerned about that nor would I ever bother to try to match it. I’m much more interested in what the deep ocean of SDN world contains, things which can be exploited not in decades or centuries but right now and over the next few years. Don’t say I didn’t give warning.
