Port Gregor was one of the buissiest ports in the Commonwealth, Thousands of freighters and passenger ships moved in and out of it every day. There was allways plenty of activty as passengers were moved about, cargo was moved along by a series of magnetic conveyers, orbital shuttles and bulk landers arrived and left, carring material and people from the planet and its moons to the station and vice versa, repairs were done, security checks were carried out and internally as passengers waiting for their craft to arrive or to meet up with guests enjoyed a set of facillities aboard the port, which required a staff of hundreds of thousands more personnel. This activity, however was stepped up today. Opservation Pods were being brought in and a large number of suites had been booked, security would be stepped for the arrival of the Prime Minister. The entirety of Battlefleet Maelstrom would soon arrive for the Naval Review.

I would not be surprised if FL wants them to do exactly that. Arriving in person would be to dispel any doubts in the minds of the Centralists on station that this guy's for real. It might be helpful in the event that this turns into some kind of protracted hostage crisis, which is at least a plausible outcome even if it isn't at all guaranteed.

Well, short of killing the entire resident population... All cities that have been declared a loss have already been nuked/obliterated. Further, because of the nature of the enemy, one has to ensure that up to 1km into the crust is sufficiently destroyed.

I think the fundamental source of the problem is this. When we picture Space Marines "charging," we picture them closing in with giant freaking chainsaw swords and such, because that's how it works in 40k. That would be incredibly stupid against a biotitan.
The weapons that can really hurt something that big are mostly going to be the tanks, the artillery support, and to a lesser extent the Marines' heavy weapons. If by "charge" Rus means "get close enough to use our antitank weapons against the best," then that's a fairly sensible plan. If by "charge" Rus means what his alt-self Leman Russ would mean... then that's charging to melee range, which is incredibly stupid because you're trading the ability to hammer the biotitan with artillery for the ability to hammer on it with chainsaws.
Artillery is better than chainsaws, something that the 40k Imperium often fails to realize...

Actually, for the most part, Space Marines in my universe get power weapons, which in the 40K universe, have been known to affect even Titan armor.
And finally, the Titan here isn't exactly a particularly strong Titan. It's probably equal to one or two of my one point Wolfhounds at best. And the original intention was to separate Rus from the rest of this army to attack him squarely and kill him.
EDIT: And one more point, the infantry are accompanied by tanks. Obviously the tanks will accompany close by.

I think the whole area is flooded by Karlacks, so the artillery can't interfere with Rus' personal duel with the mountain-monstrosity because there are millions of other Karlacks to kill. Remember, the Specter was a cloud of untouchable black smoke-thing that manifested into a Bio-Titan by eating all the surrounding corpses (and living soldiers and gaunts) right in front of Rus. If Rus directs artillery on it, those Earthshaker rounds will be sending kilotons (or whatever) of danger-close fire right into the middle of the Imperium formation. The reason why they're going into a melee is because the Specter transmogrified into a Bio-Titan right within knife-fighting range of Rus!
