Well, the limit could be as simple as: at least 20% of your points must be spent on planets worth more than 5 pts, and 20% on planets worth less than 6 pts.

I think it would really have to be 50% or more on large planets to have the appropriate effect. Two ten point worlds, and your requirement is done, allowing for 80 one point twinkery stations. Also just to be clear first conquest fleet was buzzed by a BETAC surveyer/scout ship which was promptly engulfed in jamming from the cruisers and swatted out of the sky by a destroyer beam correct? do i know at least where the darned thing came from?

I had a civilian ship (probably marked) either getting comm jammed, or coming too close to some source of interference (drive? Shields?) or getting destroyed (if that's your call). Well if no one else comes forward in the SE I'm going to end up steamrolling a bunch of people by default it would seem. A pity, fighting would have been fun. Of course, this could also force any bangbuses to suddenly reprioritize as the heavy metal barbarians gobble up a bunch of systems. Either way would be fun so long as everyone is on even ground.

Some rules things:
Combat turns. I'd like to define 1 combat turn as 1 hour real-time. Makes things easy.
In one combat turn, ships do 20% of their base weight in damage, plus a separate 20% of their O in targetable damage. This is up from the previous 10% on both.
Reinforcements: do this as reasonable. Ready reserves may come in on round 3 or 4, ships from across your territory may come on turn 12.
Objections?

if ships do 20% of their base weight in per turn damage battles will last about 5 turns at most. so your reinforcements will come in on two sides both crippled or on expanding debris clouds.
Also, i'm going to relish the time when the people intending to attack me send fleets, discover the others are also sending fleets. Discover they're all weakening themselves to attack someone distant and decide to pull back to either defend themselves from closer threats or stab eachother while the others back is turned, then i'm going to sit back and laugh.

Sorry, I meant 20% of their current base fleet weight. So two evenly matched fleets slugging at each other for 10 turns will have about 10% of their fleet left. After 20 turns (epic space battle!) there'd only be about 1% of fleets left. Mechanics for damage assignment:
Each defending player gets a number from the GM. This number is the amount of damage the fleet has taken. First, the player reduces the total number by the amount determined by fleetwide D.
The player assigns damage to his ships, he can destroy one ship at a time, or spread out damage over all ships. Ships that have damage suffer no penalties for their attack, besides having fewer base fleet points for attack purposes.

Sounds acceptable, although we'll probably have to bumb D up to .35 or .4 if we go the 20% damage per turn route to keep it competitive. It still won't be quite as good directly against balanced ships, but only slightly worse point for point, and the other effects and long term concerns should balance that out.
