The Royal delegation arrived a bit late, due to president Shinra's visit in PeZookia. Still, there already were representatives attending, in the person of the PeZookian ambassador and his staff,and they quickly brought the King up to date on recent talks.

Thus, a series of bi- and multilateral talks took place on the same day, and messages were passed around to other leaders.

PeZookia would participate in the reconstruction of the Border States, comitting 500 million dollars to necessary projects ; With training of civil servants and establishment of a good administration being given priority, as well as restoration of basic infrastructure.

PeZookia's commitment to the SNC nuclear program remains unchanged at 3 billion per year. The King also advised to spread the infrastructure for plutonium production across several SNC states, so that limited bomber strikes would not be able to destroy all nuclear capability.

Contributions to FASTA would increase in 2009 to 7 billion per year, provided a succesful R-7 launch convinces Parliament to pony up the cash.

It was suggested that SNC strategic laser weapons be integrated with Canissian tactical laser program for benefit of scale and unification, which would ease their eventual deployment in the Continenal Defence Plan.

Station One, San Dorado's News Source Supreme

The latest addition to the San Dorado Navy was christened today in a festive atmosphere on Blues Brothers' La Palma wharf. The SDN William Dampier is a brand-new class of Flexible Support Ship, designed around the modified hull of the Teach class frigate. The new vessel can be equipped for naval warfare, land attack, strategic sealift missions or as a command platform. They can also be configured as hospital ships or for emergency disaster relief. As soon as final construction on the William Dampier is completed the ship will sail for Indhopal, where it will join the FTO naval task force. William Dampier is to have at least one sister ship; the Richard Hawkins, which is expected to be launched summer next year.

Heavy fighting continues in the North-Frequesuan jungles. For several weeks now troops of the SDA and seasoned jungle fighters from Tanstaafl have clashed with native jungle warriors around the project site in the tropical forest. Latest word is that special forces are now being used to penetrate the jungle to pinpoint where these attacks are coming from.

Byzantium agrees, and will permit the transfer of technology from its own labs and the labs in the CSR.

Byzantium will put down 15 billion per year, with a possible upward ceiling of 25billion per year.

Byzantium's solid state laser program makes progress, and will expect deployment in 2 years. The program was meant to be in the service of the MESS and the SNC at large.

For the time being Byzantium will support the Cannissian program, and indicates that it is interested in a airplane mounted system.

Somewhere in the Border Regions

A small village surrounded by hills and forests was the only thing in this part of Zagor. Very few people lived in the village, there were all in all around fifty civilians there now. Most of them were old people, women and children. The men had either been killed in the recent war or they went into the cities to look for work, the village was a perfect target for the group of bandits who were now approaching it.

"This should be an easy one.", the bandit leader said, "Prepare yourselves boys, we move in in five minutes.

"Boss, Boss...look", one of the bandits shouted while pointing at the main road that lead into the village.

"Goddamn fucking sons of bitches.", the bandit leader shouted.

"What's the matter boss?"

"Goddamn SNC Peacekeepers.", he said, "Tell everyone to stay in the forest and well concealed."

"Shouldn't we get the fuck out of here?, a soldier asked, "We can't go up against tanks."

"No we cant, but we can wait for them to leave and then get us some free supplies.", the bandit laughed.

The vehicles were a mixed force of USSR T-90 tanks, trucks, BTR-80's and other vehicles belonging to PeZookian Peacekeepers.

The column of vehicles stopped at the centre of the village and a USSR officer stepped out, quickly joined by his PeZookian counterpart. "All right men, spread out and secure the village.", the officer shouted and then turned to his PeZookian friend, "Are your men ready?"

"Yes, they are ready. We will begin distributing the food and medicines immediately.", The PeZookian said, "How many more villages after this one?"

"Three more and then we go back to base for supplies.", the shadow officer said and turned towards the hills, "I feel like somebody is watching us."

"You are just being paranoid, comrade.", The PeZookian said, "Come lets get our work done and move on."

"All right, lets get it done.", he said and started barking orders.

Major Factions in the CFR

The Revolutionary Front

The Revolutionary Front is a movement that has been vying for control of the CFR for over two decades. Their roots lie in Iler’s war, Coilerburg’s disastrous bid for regional dominance. The leadership and core units of the Revolutionary Front were originally fighters trained by Indhopal and others to fight Coilerburg. When that war ended, these fighters did not give up their arms. They simply changed their objective.

Fighting primarily for their own gain, the Revolutionary Front began its campaign against Colonel Mortimer’s regime in Flensburg. Slowly over the years they beat back Mortimer’s forces with their campaign culminating in the killing of Mortimer last year during an assault on the capital. Throughout their campaign the Revolutionary Front has been known for their brutality. Since they have no real political platform other than increasing their own wealth, terror tactics are used to cow the civilian populace.

The Revolutionary Front field a wide variety of units. Everything from “small boy’s units” to expert jungle fighters with over twenty years of experience. Their diversity is one of their weaknesses. No one man really controls the Revolutionary Front. It is run by a council of their commanders. Recently one commander has become something of a true leader for the Revolutionary Front. He is Troy Vortisch, the commander of the Revolutionary Front’s best unit, the Iron Tigers.

Currently most of the Revolutionary Front has pulled back into wilderness areas in the northern third of the CFR in the face of Operation Stabilizer. They are thought to have extensive supply caches hidden in this area. The Revolutionary Front is currently a well equipped light infantry force. They do not field armor in any quantity nor an air force, but they do have access to artillery, Light SAM systems and numerous gun trucks.

-Iron Tigers (Light Infantry Brigade with Professional Training and Conscript kit)
-3 Revolutionary Guards Brigades (Light Infantry with Conscript training and conscript kit)
-5 Regulars Brigades (Light Infantry with Screaming Horde Training and Third world kit).

Mortimer’s Forces

Colonel Mortimer was the “ruler” of the CFR until he was killed by a Revolutionary Front artillery barrage last year. He had been in power for thirty years, ever since a coup carried him to power. His government was known for its waste and shear criminality, with anything of value being placed in off shore bank accounts. They also never truly controlled the entire CFR at any point in their history. The administration Mortimer replaced was no better.

Mortimer’s drug addled son has taken the reins after his father’s death. Jr. is little more than a puppet for a cabal of senior generals. They continue to try to pilfer as much as possible from the country, and have pretty much given up any pretenses of legitimacy. Once the FTO invaded, they all fled to the hills, quite literally, along the western frontier. This area has always been the ethnic stronghold of Mortimer’s O’Donnell clan.

Mortimer’s government used to claim a large air force and an armored division; little of that is left now. Years of neglect have left the CFR’s official army in shambles. Most of the army has deserted or become bandits simply to survive as Mortimer had stopped paying his men recently and his replacements did little to remedy the situation. All that the “government” has left is essentially an O’Donnell militia. Some units maintain old APC’s and a few armored vehicles as well as some artillery. Unlike the Revolutionary Front, they are not very proficient in its use.

Forces:
-Presidential Guard (Motorized brigade conscript training, conscript equipment)
- O’Donell Highlanders (Light Infantry with Screaming Horde Training and conscript kit)
-3 O’Donell regional Militias (Light Infantry 2 have Screaming horde training while 1 has Conscript training, all have Warlord militia kit)

The Winter Army

The Winter army is the name for a group of mercenaries that have essentially “gone native” in the CFR. Mortimer was always heavily dependent on outside contractors to run his air force and anything else of a technical nature in his army. The war dogs he hired came from all over the world, but most came from Frequesue with Klavostan and Indhopal heavily represented.

With the death or Mortimer, his mercenary fighters, who were no longer being paid, took matters into their own hands. Many just returned home. A few had other plans. Led by Jess Candid, an ex ISIA officer, they seized an area in the Central CFR and have called it their own. They plan to make the highlands their home and have argued that they bring stability to the region. Critics are quick to note The Winter Army has essentially seized the land they now occupy and that they can be just as brutal as the Revolutionary Front when it suits them. The Winter Army is also known to go on raids against the other factions. Since The FTO invaded, the Winter Army has been quiet and has been very active with the FTO’s negotiators in pressing home their claims of legitimacy

The Winter Army got its name from the high peaks they inhabit, where the lowlanders say it is always winter. Most of their forces are not made of foreign born mercenaries. Former Soldiers from Mortimer’s army make up the vast majority, drawn by the mercenaries experience and promises of pay and food. Many have brought their families up into the mountains and valleys that the Winter Army calls home.

The Winter Army is small, but quite professional. They are also the only faction in the CFR to operate aircraft as what was left of the CFR’s air force defected to the Winter Army.

-2 Mi-24 gunships

Yorkshire Militias

The Yorkshire Militias are group of fighters that have been closely allied with Indhopal over the decades. Yorkshire is located in the border region of Indhopal and the CFR, and is dominated by the O’Reilly clan. Indhopal found it convenient to fund the local militias on the border to keep the Revolutionary Front at bay, and the Yorkshire locals found it convenient to have a patron for essentially the same reason. The Yorkshire militias take the lead from the O’Reilly clan’s leader, Mary O’Reilly. Her goal is to make Yorkshire prosperous and she cares not if she is in the CFR or not. She has had some success with this, though the refugee problem inside the CFR makes economic progress difficult.

Yorkshire’s forces are well equipped and well trained by Indhopal. Trainers from the Special Reconnaissance Group make regular passes through the region. If they need it, Indhopal provides air support for the Yorkshire locals. Sometimes the militias are used by the ISIA to help conduct deniable operations in the CFR. This has not endeared them to the other factions.

Bandits

There are thousands of well armed bandit gangs in the CFR. Many used to be members of the army that hadn’t been paid in months and so have turned to robbing others to support themselves. Other gangs are well organized mafias that smuggle in necessities such as fuel. Regardless of motivation, most bandits are amoral killers.

Most groups that the FTO has had success disarming so far are those in the more desperate bandit gangs. No one is sure exactly how many bandits roam the land.

First F-12D delivered to TXAF

At a short ceremony at the Lockheed R-1 plant, Lockheed officials handed over the first production F-12 to the Tian Xia Air Force. The F-12 is a Mach 3+ interceptor, designed for operations at very high altitudes. Modifications over the R-1 it was designed from include the use of a Reaction Control System in order to improve control response at high altitudes, a APG-71v1 radar, and four weapons bays.

Final FG-40 frigate ordered

The last FG-40 class frigate has been ordered by the Tian Xia Navy. Navy officials state that a different frigate design is being pursued for the replacement of the last ten FG-7 frigates.

-CSR S-300 Batteries Purchased
The Kingdom of Vineyards announces the purchase of 8 S-300 batteries from the Crimson Star Republic. This purchase will cost the Vineyards 1.602 Billion Vinish Dollars, eating up most of the Army’s budget for the fiscal year.

-Gizmonic Announces the “VFighter” Project
Not much is known about the Gizmonic VFighter design, though officials say it is to be used to create a national VTOL fighter. Many amongst the media disagree with this assessment, stating that this project has much more sinister aims.

- 4 Hammer and Anvil begin production
Thadon Shipworks has announced the beginning of the creation of four new 60,000 metric ton Hammer and Anvil class Bulk Cargo Ships. The Ships shall be named the Earles, the Bordeaux, the Hammer and the Anvil, and they will all be completed by 2011.

- Syl Gets Nameless Class Ship to Build
The Syl Shipwrights Society has been tasked with creating a second Nameless Class Cruiser. The order is not set to be filled until late 2010, but work is starting early on securing the necessary supplies. With Computer systems being the first to be gathered.

-Gun Shipment Intercepted
The Vinish Wilderness Survey Colonial Authority has released reports relating to the capture of hundreds of small arms, in the form of AK – 47s, from a fishing boat coming in from a day’s labor. The reports indicate the Risca Syndicate as the primary supplier of guns, and after stockpiling the confiscated weapons, VWSCA Defense Officer Joshua Earles posted a bounty on the heads of the Risca Syndicate, calling for the VEIL or the Vinsh Wilderness Survey Colonial Intelligence (VWSCI) to capture the dangerous criminals.

-Prime Minister Black Arrested.
The Prime Minister has been arrested for embezzlement of funds, endangering the nation, and counts of perjury toady, as the continued trials of the Failed Financial Ministry during the FASTA Scandal. After rehiring many of the former Ministry of Finance employees in his own Office, the Prime Minister lied to the nation, telling the Judges of the FFM Committee that the members who were fired were wrongly fired and that firing them was illegal. This count was dismissed, and Black was charged with perjury, lying under oath. They claim the lie came when he was claiming that the people who were fired were wrongly fired, and that his hiring of them had no bearing on his Office’s finances.

The nations of Byzantium and Tian Jiaogou have been particularly forthcoming in advertising their tanks and infantry fighting vehicles to the Langley Army and Marine Corps. Byzantium touts the mainstays of its own armored forces, the K2 Black Panther MBT and the Puma tracked IFV, as being among the best in all of Nova Terra, while Tian Jiaogou claims that its Challenger 2 MBTs (upgraded with the same 120 mm smoothbore gun used in the K2) and Desert Warrior IFVs can meet or beat whatever Byzantium has to offer.

On the naval front, several nations have jumped at the call to sell ships to the Langley Navy, be they newly built or newly decommissioned. Tian Xia, Tian Jiaogou, and the Shinra Republic are all in the process of decommissioning their current Oliver Hazard Perry class frigates in favor of newer designs and have offered to sell some of them to the Langley Navy as soon as they become available. Byzantium, on the other hand, has offered to build the Álvaro de Bazán (F100) class frigate, which is equipped with the Aegis combat system; San Dorado has also offered the De Zeven Provinciën class frigate, which is similar to the Sachsen class ships already in service with the Langley Navy.

Representatives of the various branches of the Armed Forces have been unavailable for any significant comment, save that they are currently weighing their options very closely.

It was these vehicles that were showing up close to the border in larger and and larger quantities alongside truckloads of infantry.

The leadership of the state that had once been conquered by Coilerburg had jumped at the opportunity provided by the coup and organized a plan. Their swiftest mechanized units would move in surprise across the border and strike Coilerburg airfields, destroying many planes on the ground and smashing the runways.

Once the runways had been neutralized, the main army would move in to take Coilerburg in a swift stroke. They had coordinated plans with Omago, who would perform a similar move across their border.

It was a horrific gamble, but the countries had hungered for payback for many years, and felt it a chance worth taking. So at 0200, the first light units raced across border roads under cover of night...

The ISIA had caught wind of Sabika's and Omango's plans. Indhopal's planes still flying patrols over Minoy had spotted their preparations and agents on the ground had done their part as well. The timing of the assault caught Indhopal's spy chiefs by surprise though.

President Raj Ahten called the leaders of the two states and told them to stop their offensives before they really began it or be flattened by Indhopal. He gave details of where their units were located and made it clear that they had no chance against Indhopal’s air force. If they doubted him, they could ask Minoy about how they had fared. To prove his point A flight of F-22’s pierced Sabika's air defense system and a dropped several laser guided bombs on their military headquarters.

Behind the scenes Indhopal was also racing the First Division to the Northern border. The fourth Division was training in the area, but they were not considered fully combat ready. If Sabika and Omango tried to send forces over the border into Indhopal, the fourth would have to stop them as it would take several days for the First to move all its assets up.

Meanwhile

President Jeffery was taken to a house that was being paid for by the moment by some of his supporters in the government. He was given an ISIA bodyguard team and an appointment with President Raj Ahten.

The massive whaling ship plowed through the icy seas, flying both the Japanistani and Shepistani flags.

This was the Pillager, a joint venture between Japanistani and Shepistani fishing corporations, and oceanology institutes. It was capable of staying at sea for nearly a year; and collecting close to ten purple whales (1.5 times larger than blue whales) for "scientific research", but mainly for their rich spermacetti and meat; which was highly prized in Japanistan.

The world's environmental organizations had long opposed the Shepistani and Japanistani "rape of the oceans"; and had tried everything, from throwing acid, to ramming the ships; but now with the whaling ships classified as naval "auxilaries" and carrying 30mm point defense weapons, such protests were now near sucidial.

Revisement of Navy Acquisition

The Navy announced to Parliament that it intends to revise its procurement from the next year. The Navy has identified two great threats to the Imperial Byzantine Navy's goal of a secure Mediterranean. Among the threats are:

1. Blockade of strategic routes, particularly the Suez Canal, by submarine and mines
2. Attempted invasion by a foreign Carrier Battlegroup.

Of the above two, the first requires significant work and research. Among the possible solutions involves designing a supercavitation torpedo. Designs for such a weapon already exist, and there is talk of acquiring the torpedo from CSR, but it is understood that there exist prelimary blueprints for one such torpedo in the Defence Science Institute. Also on the cards is a specialised anti-submarine warfare squadron whereby ships equiped with a high sensitivity sonar array will patrol the waterways and will attack submarines when detected. Also suggested was the acquisition of more submarines. There currently exists 3 Mediterranean (Seawolf) and 12 Aegean (Virginia) and 24 Black Sea (Type 212A) submarines. Currently, 2 Mediterrean and 3 Black Sea submarines are nearing completion. It is understood that the submarine force might be restricted to its current size after the completion of the new ships. That may change however.

On the issue of mines, it is believed that some countermeasures are being studied, for example launching resilient decoys launched into the sea to attract mines to target and blow up the decoys. This may or may not work, but it is being studied.

With regard to invading CVBGs, it is understood the maritime strategic bomber fleet is equiped with high speed missiles from CSR, and a new cruiser equiped with an unspecified hypersonic missile is in the works. Whilst our naval fighters can deploy swamps of Harpoon missiles, a combination of several supersonic/hypersonic missiles will be deployed against the enemy, in a bid to overwhelm its anti-missile defence systems. More Tu-142 and Tu-22M bombers may be acquired to augment our bomber fleet. Tu-22M manufacturing license will be acquired, and an upgrade program is in the works to improve the engines of the Tu-22M, in hope to achieve supercruise speeds, and improve the radar and fire-control systems.

It is good to hear that PeZookia remains committed to peace in the border regions. We look forward to cooperating with you in the rebuilding of the Border nations.

PeZookia's commitment to the SNC nuclear program remains unchanged at 3 billion per year. The King also advised to spread the infrastructure for plutonium production across several SNC states, so that limited bomber strikes would not be able to destroy all nuclear capability.

I have to agree with King Paul here, and that is why the USSR will establish it's own production facilities. We will of course require the assistance of our Byzantium and CSR Comrades, to get started.

It was suggested that SNC strategic laser weapons be integrated with Canissian tactical laser program for benefit of scale and unification, which would ease their eventual deployment in the Continenal Defence Plan.

We agree with this idea.

"My friend I believe we have a problem.", The PeZookian officer said, "I sent a scouting team to check out the surrounding hills, and they found something."

"What?"

"It seems a group of bandits is hiding in the hills, my guess is they will attack the village as soon as we leave."

"Damn, we cant let that happen. I'll get command on the radio and see if we can get some air support."

"Good idea, I'll have my boys keep an eye on the bastards from a safe distance."

"This is Havoc One Niner we are moving to attack.", the pilot of a USSR Mil Mi-28 said as he and a group of his comrades approached the bandit positions.

"Understood, we'll get out of your way."

The bandits were well hidden from sight but the Mi-28 knew their position and quickly moved in, firing their rockets and anti-tank missiles. As the missiles streaked towards them, the bandits only had time to scream. A wave of explosions followed and most of them were dead, including their leader.

The Mi-28's then moved in to finish what was left of the bandit infantry. A flurry of 30 mm rounds struk the remaining bandits and finished them off. The few that survived, made a run for it through the forest.

South Seas Arctic Research Station No. 1

The Japanistani and Shepistani troops had arrived a day ago, flown in by a modified KC-22 of the Shepistani Air Force -- it'd been re-equipped with skis for landing on the ice.

They were in the process of setting up their base camp; erecting insulated tents which would then be covered with ice blocks to create advanced igloos; and laying out the runway beacons when it happened.

Private 1st Class Al-Iler walked up to the nearest one and reached out to pet it, when it suddenly lunged and unveiled a wicked pair of teeth and promptly bit Al-Iler's arm off.

OH GOD OH GOD AAAAA screamed Al-Iler as he bled out onto the snow, while the seal chewed on his arm.

Al-Iler's comrades ran up trying to help him, but found themselves cut off and surrounded by the increasingly hostile and vicious white seals...

"Where are our guns man!" shouted one of the Shepistani privates. "Oh, god we're all going to die!" added another; which earned him the right of being knocked unconscious by a Japanistani Sergeant.

"Shut up! Collect yourselves, you sniveling scum!" shouted Senior Sergeant Tochiro.

"No matter how vicious these things are, they are but animals!"

"But we don't have anything!" protested a Shepistani soldier, earning himself a kick to the noggin by Tochiro.

"We have our tent poles!" shouted Tochiro, in such a tone of voice that it sounded like the lightweight aluminum poles were deadly weapons.

"Attack! BANZAI!"

Despite losing two men to the vicious attack seals; the Shepistanis and Japanistanis ended up victorious over the animals.

Results
Guns, landmines, etc being flown to South Seas Arctic Research Station No. 1 for protection from the wildlife; which is remarkably aggressive and vicious. Currently, the world does not know how vicious the seals are. But inevitably, some footage is likely to get out...

"So, do we have locations on the Dominion battlegroups?" asked Sheppard, inside the command center several hundred feet below Army House, covered by triple hardness armor plate layered several feet thick.

"We've been able to localize the emissions for each battlegroup the vile scum have sent out. One is near the Fucklands, which we've of course confirmed via other methods; albeit by our people being bombed by carrier-based aircraft. The other is assisting in the forcible takeover of San Fuego."

"Do you have a plan?".

"Yes, sir we do."

"Orders are being sent out to three Patrol Bomber Groups, two Reconnaisance Groups, two Strategic Interceptor Groups, and six Refuelling Groups. We plan to put about five hundred planes into the air. We estimate a very high probability of success of destroying whichever carrier group we send it after."

"Good. What about the MESS?" asked Sheppard.

"Our SSANs are moving into key blockade points and waiting; if the MESS choses to intervene in this conflict, we'll be ready for them."

"Good. Good. Is ADC ready for any possible OD incursions?"

"Our interceptor groups and missile sites are at their highest readiness; and our reserve sites are standing ready to take the load from any destroyed airfields or missile batteries."

"Good. It's time. More than time. OCEAN DAGGER is a go, gentlemen."
