Yeah, my rationalization was just a suggestion to explain this away if one feels so inclined ; There's no need to actually mention it in-game. I mean, we all know the Anglians probably don't run their government exactly like XIXth century Britain, but nobody demands that Steve describe in detail how his bureaucracy works.
Not to mention the Bragulans and their approach to administration, which is basically "Employ however many bears are necessary to manage things and make up the lost productivity with slave entirely voluntary patriotic self-improvement labor"

It was a half-joke, but the point I was sorta trying to make was that Locrian music may not be emotionally recognizable or accessible to human listeners at all.
