So anyway I know I promised a potential system for naval construction limits adn I had one ready but I've been running it through some sampling to tweak it a bit before presenting it here. So this is my proposal for how we would handle military naval construction capacity:

Basic concepts:

• Military naval capacity is derived based on GDP and military spending with certain caps to prevent unrealistic over-specialization.
  Military naval capacity is entirely separate from civilian capacity which remains a whole separate sub-stratum which need not be covered.
  Military naval capacity includes ALL Ocean going combatant vessels thus would encompass long distance cutters used by coast guards.
  This proposal covers neither the aviation element nor the reliability factor. Those items are best left to OOC comments as they represent capabilities divorced from shipbuilding capacity.

Ship Classes/Terms

• Colossal-class vessels are all surface ships displacing between 70,000 and 120,000 tons
  Immense-class vessels are all surface ships displacing 30,000 to 70,000 tons
  Major-class vessels are surface shis with 3/4+ length flight decks displacing less than 30,000 tons
  Large-class vessels are surface ship without 3/4+ length flight decks displacing 15,000 to 30,000 tons
  Medium-class vessels are all surface ships displacing between 5,000 and 15,000 tons
  Small-class vessels are all surface ships displacing between 2,500 and 5,000 tons
  Tiny-class vessels are all surface ships displacing less than 2,500 tons
  Submarine-class vessels are any ship designed to operate principally underwater for extended periods of time including attack, guided and ballastic missile, tender and all other variants.
  Auxiliary-class vessels are any ocean going ship designed principally as a supporting vessel and carrying no armament with a range greater than 50km (the range of an ESSM or similar defensive missile)
  Shipyard in the sense of this document only refers to the actual available slip spaces for construction of a vessel in a given class.
  Dry-dock refers to the number of slip spaces available to service (but not construct) vessels of a given class.

-No ship may class higher than Colossal without moderator approval. Any Colossal+ vessel must build at a dedicated shipyard at a moderator selected point cost (for the shipyard) which must still fall under the total point limit. No more than 1 such shipyard may be constructed.
- A vessel may be constructed at any shipyard which can fit its class OR larger. (e.g. Medium-class can be constructed at a Large-class shipyard but not a Small-class shipyard).


Capacity:

Capacity is determined on a per class basis. A nation has a maximum capacity number and then lower caps on each individual class. In other words if a nation has 50 points to spend even though Colossal yards are 8 pts/ea there is a max of 2/nation. For each shipyard a nation may have half as many (rounded UP) dry-docks per class. For example if you have 3 Medium yards then you could also have 2 (1.5 rounded up) Medium dry-docks. Dry-docks do not cost points.


Cost:

• Colossal: 8 pts/shipyard
  Immense: 6 pts/shipyard
  Major: 5 pts/shipyard
  Large: 4 pts/ shipyard
  Medium: 3 pts/shipyard
  Submarine: 2 pts/shipyard
  Small: 2 pts/shipyard
  Auxilliary: 1 pt/shipyard
  Tiny: 1 pt/shipyard

Caps:

• Colossal: 2
  Immense: 3
  Major: 5
  Large: 8
  Medium: 12
  Submarine: 12
  Small: 18
  Auxilliary: 18
  Tiny: 24

Point System:

Points are sourced one of two ways either by GDP raw OR by annual military budget for naval forces.

• GDP Method:
  • The quickest method this allocates points based solely on raw GDP and translates as follows:
    $0-500 B: 25 Points
    $0.5-1.0 T: 35 Points
    $1.1-2.0 T: 50 Points
    $2.1-3.5 T: 75 Points
    $3.6-5.0 T: 125 Points
    $5.1T and up: 175 Points
  Annual Budget Method:
  • This method uses several additional caps. For starters total military spending cannot exceed 10% of GDP for this method. For each .5% above 5% total military spending reduce the final point total by 2 to represent decreased efficiency due to government over expenditure (e.g. if all spending is 7.5% of GDP then final points would be reduced by 10 points). Second the naval spending share cannot be more than 50% of total military spending. For each 1% above 25% share reduce the final point total by 2 to represent diminishing returns. Naval dollars includes all expenditures for a nation’s Navy, Coastguard, and Amphibious operations.
    
    • 1 Point / $500 Million budgeted.
      
      e.g. $2.0T GDP, 6% military budget and 25% Naval share yields 56 points:
      ($2000B * .06 *.25 / $.5B) – 4 points [1% over 5]
      
      e.g. $2.0T GDP, 6% military budget and 50% naval share yields: 66 points
      ($2000B *.06 *.5/ $.5B) – 4 points [1% over 5] – 50 points [25% over 25]
      
      e.g. $2.0T GDP 7% military budget, 25% Naval share yields 62 points:
      ($2000B * .07 *.25 / $.5B) – 8 points [2% over 5]

Shipyard Upkeep:

• - Shipyards must remain in use OR they must be refurbished before being used again. For every shipyard a nation owns it must build at least 1 vessel of that class every 8 years in order to maintain it at an operational level.
  - Any shipyard which does NOT meet this level becomes obsolete and any ship constructed in it must add 25% to its time of construction and 20% to its unit cost. (After such use the shipyard is again operational and this penalty will not apply to the next vessel unless 8 years pass)
  - Any shipyard for Small-class or smaller classes cannot become obsolete.
  - Dry-docks cannot become obsolete (they can be destroyed but not rendered obsolete)
  - Nuclear Capable Yards require and extra 1 pts/yard for shipyards up to Medium-class and 3 pts/yard for Large-class or bigger shipyards.
  - A yard converted from standard to nuclear must be out of service for at least 1 year while the transition takes place.
  - A nuclear yard loses nuclear capability if it has not constructed at least 1 vessel of a nuclear class every 8 years in order to maintain it at an operational level.

Again all of this is a proposal and not some hard and fast rule UNLESS it is generally agreed upon by everyone and Steve, as our de facto moderator, agrees to it. Let me stress that I am open to suggestions but I think we do need some system that prevents folks from sudddenly building uber-fleets with no supporting establishment in terms of long term orders to support such capacity. This may be the system or it may be scrapped entirely and we contineu to work by ad hoc "that doesn't seem right" but I truly believe we need some watch on this. Likewise I believe that aviation and other military construction programs need some sort of system but naval construction is the easiest to generate a structure for thus it was the one I tackled.
