I am confused. The first turn, if I understand correctly, was the, well, first one, in which everyone subdued barbarians and stuff. The second turn, in which we received income for the first time, already started, so I thought perhaps "first turn" referred to the first time we received income and "second turn" referred to what I would have considered the third.

You can spend points in between turns in theory but you only get them at years end with the harvest. So if you have anything left from the end of turn 1 you can spend it in turn 2.
