An example of this would be the joint Shroomanian-Red Technocratic development projects that construct tall and mighty erections to aid the progress of friendly nations.

O.M.S.K. - Organization for Military Support of Kindred

Officially the oldest military alliance of SDN world, established by a common Pact and the according detailed Treaty mere several days after the OP Point Zero.

The O.M.S.K. offers your nation superb military protection as it's power is great enough to be ready to defend even from the most powerful alliances of SD Nations, but in exchange it requires complete military dedication as a member to the war effort done under the O.M.S.K. Should any state of the O.M.S.K. be attacked, all other members should immediately declare war on the attacker and commit all of it's possible military, and if needed - convert all possible economic - resources to the task of defeating the enemy.

The O.M.S.K's strength is in the complete and utter dedication of each member to common defense, derived from the fraternal brotherhood of nations, expressed in it's name, Organization for Military Support of Kindred

Because of this principle, the O.M.S.K. does not have observer members, only fully dedicated members (but it does have international observer parties from other nations present at conferences).

The MESS was formed as a co-operative body modeled on the European Union and built around the central goal of fostering a more unified world given the blank slate on which the rulers are able to draw. Using experience garnered from several thousand generations of human life on Earth the MESS is dedicated to creating a new and vibrant community of nations in this new world.

New members may join the alliance provided they pass a majority vote of all member nations present at the next available summit. Typically these are held annually. In the event of a tie or if there is not a quorum to do business the Chief Administrator/Councilor may accept membership. Such an acceptance may not be revoked. No nation may be forced out of the MESS save by a unanimous decision of all other nations or by their own request.

Governance:
The MESS is not a supra-national government but rather a collective body for matters of trade, education, technology, and international diplomacy. All policy decisions are handled by the Administrative Council consisting of one representative (Administrator/Councilor) from each nation, regardless of size, and subject to veto by the current Chief Administrator/Councilor. That office is filled by a bi-annual vote of the membership of the MESS to serve as principal spokesperson and executive authority over matters governed by the treaties inherent in MESS membership. This includes appointing all judges to the Court of International Law (subject to confirmation by the Council) and conducting foreign policy on behalf of the MESS. The Council itself consists of plenipotentiary representatives of the member governments and when concurring by 2/3rds majority their actions carry the weight of a signed treaty. The First Administrator/Councilor, selected from the members of the Council, serves as a de-facto second to the Chief Administrator/Councilor, and would take over in the case of the Chief Administrator/Councilor's inability to function, until such time as he or she is able to resume office or an election is held, whichever comes first. The First Administrator/Councilor otherwise acts as any other Administrator/Councilor and has no other formal powers.

Administrators and Councilors are differentiated by name only: Administrator is the title used if the Council member is a nation's head of state, while Councilor is the title of a representitive sent on behalf of the head of state. The difference in titles is purely cosmetic, however, and both hold equal weight on the Council.

Economics:
The MESS is an internal free-trade zone with import and export duties levied only on goods moving out of or into member nations. All economic activity between member nations, while subject to local oversight, passes without duty or tariff. In this regard the MESS Bureau of Customs Enforcement is the principal agency for monitoring activity. They serve alongside local enforcement to inspect and review all inter- and intra-MESS trade.

Concurrent with this the Bureau of Weights and Measures is the intra-MESS agency which is responsible for the setting of the universally applied standards for all matters of economic and technological activity. They also supervise and regulate, through the Regulatory OmniBank, the currency of the MESS: the Regulatory OmniBank credit (or ROB).

Education:
All MESS members are governed by the same rules in terms of credentials for post-secondary education. All public and private institutions are required to be certified by the Bureau of Education in terms of both rigor of curriculum and quality of facilities in order to offer degree programs. In turn the Bureau also offers the most heavily subsidized residency and internship program in the world. Funding is available to offer almost all master's and doctoral candidates posting within a member nation’s educational or research establishment within 6 months of graduation. Placement rates amongst bachelor’s recipient’s remains slightly higher but there is an 80% in-field placement rate within the same 6 month timeframe.

Research and Development:
As part of MESS membership access is granted to all projects which are conducted under government funding. Thus out of the roughly 35 billion in intra-MESS research grants all results, including for projects deemed classified, member governments are granted access.

Military Position:
The MESS includes, as a requirement of entry, treaties of mutual defense and re-insurance. The language requires all members to come to the aid of any other member nation if they are attacked by another. In turn the MESS forbids acts of aggressive war and any member who commits such an act may be expelled by a unanimous vote of the other nations.

MESS Joint Forces Command:
In addition to individual member militaries, the MESS operates a small alliance military force. Composed of personnel and equipment from all member nations and jointly funded, these forces operate under the directives of the Administrative Council in support of MESS policies.

Statement of purpose

The I.S.C.A. is an international body, established by several shipbuilding nations of SD.net world, in order to efficiently and rationally manage construction of merchant vessels, passenger liners, private yachts, oil tankers and other commercially utilized ships.

It administrates shipyard resources submitted by all member states, processes ship orders and conducts research and development by handing out contracts to companies in member states.

I.S.C.A. also provides investment into shipyards in smaller states.

The I.S.C.A. also creates and distributes a yearly "Burly Shipyard Worker Men" callendar, featuring the most manly and ripped and hard and sweaty shipyard workers from all I.S.C.A. member nations.

Organization

ISCA is run with funds provided by member states ; These funds are spent on R&D, prototyping and shipyard investment.

Funds are allocated yearly ; Allocation is agreed upon by all member states, with no veto power. A 2/3 majority is required to approve the yearly budget. All member states have the same voting power, regardless of amount of monetary input.

This vessel is the heavyweight of ISCA's proposed coast guard cutter family. It is a medium-endurance, open-ocean capable vessel able to operate a single helicopter off its flight deck.

Equipped with modern communications equipment, infra-red detection systems, radars and sonar, the cutter can operate in all weather conditions. It is also equipped with a small on-board hospital, carrying equipment to treat hypothermia, lacerations, infections and gunshot wounds.

The HPC Pr.2101 is intended to serve as a base and co-ordinator of search and rescue efforts, pirate hunting patrols and relief missions. It can deal with any sea state and continue operating, and its helicopter hangar allows it to effectively cover a large search area.

International Treaty on the Law of the Sea

The Law of the Sea defines the rights and responsibilities of nations in their use of the world's oceans, establishing guidelines for businesses, the environment, and the management of marine natural resources.

This proposal establishes that the territorial waters of all nations to extend 12 nautical miles out from the internal waters (all water and waterways landward side of low-water coastal areas). The contiguous zone extends an additional 12 nautical miles beyond the territorial waters. Nation states which exist on archipelagoes or island chains are allowed to designate all waters between their islands as internal waters so long as they do not unnecessarily obstruct transit of vessels in an expeditious and continuous manner. For the purposes of waters, waterways and straits between two nations with a width less than 48 nautical miles between internal waters this accord evenly splits control of said waters, waterways or straits between the two nations with zone boundaries adjusted accordingly.

Foreign vessels have no rights of passage through internal waters. All vessels (including military vessels) are permitted innocent passage through territorial waters including strategic straits so long as such transit is in a peaceful, non-threatening manner towards the controlling nation. However no foreign vessel is permitted to legally engage in acts such as fishing, polluting, weapons practice or spying in another's territorial waters and the government controlling the territorial water is permitted to shut down access to such waters as a temporary security measure. For the purpose of engaging in law enforcement activities (such as preventing illegal immigration or prevent smuggling) or develop offshore resources (such as drilling for oil or operating a fishery) a government is permitted to operate vessels in its contiguous zone, though it may not deny access to the area for the purpose of innocent passage of foreign vessels.

The waters encompassing internal, territorial and contiguous waters are also the full extent of the nation's exclusive economic zone, whereby the governing nation controlling those waters has sole exploitation rights of all natural resources within those waters. No nation state as a party of this accord may charge any fee, tax or tariff to any vessel for use of waters in accordance with this agreement. All other waters beyond the contiguous zone are international waters, free to vessels of all nations and owned by none of them.

This proposal also demands all signatories to take all reasonable measures to protect the marine environment and protect the freedom of research on the high seas.

The Fungal Union of Nations is an amalgamation of the FUNGAL AXIS and the LUN.

FUNGAL = Free and United Nations’ Greater Alliance for Liberty

LUN = League of Unaligned Nations

The FUN was established during a time when tensions between the OMSK Pact and the MESS power blocs were at an all time high, due in no small part to their development of nuclear weaponry.

Foregoing militarism and belligerence, the FUN instead advocates increased diplomacy and trade between nations and friendly peaceful co-existence. The FUN is mostly composed of Central Sea nations that have prospered greatly due to international trade and the FUN’s purpose is to bring prosperity to all member nations.

However, with the rise of piracy and international tensions, the FUN is also an alliance that ensures security. While aggressive military action is forbidden, the FUN nations do mutually protect each other from threats – so smaller nations can benefit from the bigger militaries of bigger nations.

The FUN emphasizes trade, diplomacy and security. The FUN seeks peace and prosperity. Who wants some FUN?

International Food Trade Agreement: IFTA
This would be the treaty that lifted taxes on the trade of nutritious, wholesome foodstuffs for all signatory nations. While non-nutritious snack foods could still be taxed, food that provided daily dietary requirements for health and well-being were exempt from tariffs and other restrictions.

Freedom of Medical Aid Agreement: FMAA
This treaty stated that medical aid for any nation would not be used as a tool of political or economic coercion-- with-holding medicine in order to gain a political or economic advantage would be a violation of the treaty, and punishable by multi-national sanctions.

Bear Republic Food Trade Agreement: BRFTA
The IFTA treaty could have an adverse effect on the GDP of the Bear Republic, therefore the People's Republic of Canissia will enter into a bi-lateral agreement with the Bear Republic that we will purchase no less than 75% of our coffee, cheese, wine, sourdough products and similar other food items from the Bear Republic. Many of the Bear Republic's exports are still alcohol such as cane rum, which can be taxed as non-nutritional food items.

The Bear Republic along with Crossroadia and FUN are members of the Airshiping Organisation (ISCA of the Skies) though we haven't decided a name as the whole Saddamistant incident through the airship confrence for a loop.

Multi-national Research Agreements:
The Bear Republic along with FUN and Byzantium and others are building a super-collider at the Morgil Institute for Advanced Electromagnetic Research. (an Engineering/physics college in the Bear Republic's Desert)

Fungal Airship Manufacturing Agreement: Hughes/Kaiser aggreed to let McMillian manufacture Hughes Airships, including the forth comming HKM Automated Communications Airship (upper atmosphere communications rig, simular to a Communications sattillite, but an automated airship, also useful for weather monitoring, or early warning of Ballistic missile launch.)
HK are also working on manufacturing a Magnetic Anomaly mine sweeper ASW military design using electromagnetics helos, and depth charges.
As well as a for Export/remanufacture balistic missile defense laser armed airship.

"Ladies and Gentlemen, it is with a heavy heart that I must report as of today at noon that OMSK is no more. With the the abrupt departure of so many member nations the mutual security of OMSK is no more. No longer does OMSK occupy a preeminent defensive, scientific or economic position in the world. The UKB can not maintain this alliance without it's fellow founder the Red Technocracy."

Make no mistake the close ties with former OMSK nations will remain, to the citizens of The Duchy of Langley, the people of the Republic of Vuplesia, and the The Kingdom of New Patria and Zoria, our special relationship remains unchanged. Former rights and trading privileges will be maintained under separate new treaties directly between our countries. If your countries should chose to sign those treaties, then our relationship continues as before.

Should the countries wish to break off relations with the UKB we will be grieved to hear such news and urge strongly that they reconsider. But ultimately their decision is on their respective governments.

It is with a heavy heart that I must make official, of the alliance founded in peace and mutual defense to be dissolved because of the fragmentation of our security council.

As for ourselves, rest easy people of the UKB. We will not court war one way by joining the Unified Atomic Republic's. Nor war the other way by joining the Massive Entanglement of Survivalist States. These two great alliances will come to war some day. Even now UAC and the Mess struggle over Terra Libertia, a war-torn country which until eight months ago was on it's way to peace. Now the formerly peaceful territories of Lord Ramsley and Supreme General Alexander are braced for war, while the Sultanate has collapsed into complete anarchy.

Not everyone knows, but there was a time when Bzyantium, the Red Technocracy and the UKB were involved in crafting a peace in Terra Libertia, but with the interference of both Saddamstain and the Mess such a peace is now impossible. We wash our hands of the affair, unless both Warlords come to us again seeking peace we will send no aid, nor bother with that country.

Nor will we join the Fungal Union of Nations, while we maintain trade relations with FUN nations we do not want the issue of mutual defense to that many smaller countries. As demonstrated by the recent attempted overthrow of the Shadow Empire or even the older anarchy of Syndromia, not even FUN nations are peaceful. And the last thing this countries needs is to be tied down in a long term anti-partisan in some other country.


No we will go our own way, the UKB is as of this day by proclamation of King and country ... an Unaligned nation. Bound only by our treaties to various individual countries and our "special relationships" with some of those same countries.

On this the tenth of October, the two thousand and tenth year of our Lord, In a decision ratified by both the Commons and the House of Lords, signed by both myself and the King... OMSK... OMSK is no more, that which was, is no more.

Officially OMSK dissolved following internal disagreements on the security council about the Saddamstain question. With the forming of the UAR the OMSK alliance rapidly split between those who declared for the Mess, those who joined the FUN or those such as the UKB who declare total independence.
