For instance, the Egyptian Air Force in 1956 had only 30 pilots for its 120 MiGs, a one to four ratio. Libya had only 25 trained pilots for its 110 Mirages in 1973, and four years later had only 150 pilots for the 550 aircraft in its air force.
Indeed, the Egyptians essentially accepted after the Six Day War that it was impossible for them to train more than about 30 pilots a year despite their population of 30 million people. These problems were not just limited to the air forces: the Libyans have never been able to train crews for more than about one-third of the tanks in their arsenal, while the Syrians have crews for only two-thirds of their armored vehicles.

Which we could use as basis for SDN World 2's land masses. Re-arrange them, make some smaller, and then add some other islands and masses based on real world geography or something, and viola.
