Does anyone have the link to that source detailing every government employee who would have to remain silent in order for a government conspiracy concerning 9/11 to go ahead without informants breaking?

No idea, but you could always try logically deriving a short list. At the very least, the ATCs would have to be in on it, as would an entire building demolition team, not to mention all of the workers in the WTC itself who would have to keep quiet about these strange people coming in, tearing up the place, and planting explosives on support beams in the upper floors.
