NOW, the cost of the investigation and effect on the economy in the
area is probably $1 Million a day by this point. THe effect on the
economy and moral of the area is having a depressing effect. THe
gov't has brokered deals with lots of killers. Don't know how many
more he may/will kill and don't know how long it will take to find him.
He says he will take a 30 day vacation for the gov. to think it over,
will not let the press know about the deal. Day 29 and still no closer
to finding him but no one has been shot during the quiet time.
2 Mill is chump change in the greater scheme of things. Would/should
the govt pay or should it be "millions for defense but not one cent
for tribute". ANd what if the body count grows and the deal offer
becomes public...that a few mill would keep people alive and end the terror....
what would the reaction be of the people?

If you've caved in once, then that will encourage others to do it as well. This is why the basic premise with terrorism is that you don't negotiate with them but kill or capture them instead. Shit might happen if things go wrong or there are no immediate results, but at least the floodgates stay closed.

pros:
It will finish the shootings, ending the drain on the economy and morale.
cons:
People will be disgruntled with the govt.
It may not finish it.
It may encourage other people to pull a similar trick.
And they will not capture/kill the sniper unless they want to be caught/killed. The fact that he can shoot and be gone in under 30 seconds while police response times will be at least 2 minutes means that he has the inherent advantage.
