If you go with the inhabited moon scenario, the first moon mission may not have to bring the astronauts back. The human and lunar civilizations would have been communicating via radio for decades by the 60s; the first manned mission would probably be an exchange of ambassadors, who could expect to remain as the guests of the lunarians for an extended period of time (years).
