This could be a sort of compromise. Just as not every martial artist is of equal skill, not every mutant would be of equal threat. We could just make the more powerful mutants register as possessors of deadly weapons, while increasing the charges against less powerful mutants if they use their powers maliciously. That would be acceptable to me.

Since when have people been required to register guns that they own? I own several guns and none of them are registered, because it is not required by law. As for registering for being a black belt I'd check with the people you trained under if possible. If registering is a serious law where you are I would think they'd have to know about it, perhaps even to stay in business.
Personally I am more inclined to think that you should be more worried about the upgrade in charges if you seriously kick the shit out of someone. That sounds logical since being trained as you are you shouldn't feel quite as threatened if attacked plus you have a better understanding of your own capabilites than the average person.

Mutant registration may work, but given the sheer enourmous variety(and the inclination if I can destroy Manhatten with a stray thought why should I follow any law except what I dictate) is the hardest thing.
On the low end scale there's Doug Ramsey...he can translate...that's right, that's his power...hell he may never really know it's a power and he's some savant. Same with Forge.
Then on the other scale we have Apoc and Mags. Being I don't really think give a shit if you send 1-1000 sentinels, because they going to return them to you in a scrap heap.
That right there is the real problem...if said being is the type you want to have registered his/her power only a few of the lower end dealies will.
Some of the others...would rip your head of and make Washington into a giant grave for demanding them to be subjectated to something lower.
