This is pre-WWII. You can sort of tell from the sketch style, from thee way it refers to Japan (Japan in the 1950s was still rebuilding from WWII), the spelling of Tokyo, lots of details. Nothing obvious... except that the upper right hand corner of the page reads "November 1931." --- Simon_Jester

Even if it was somehow a threat we could just have a lid that closes automatically. Japan actually has a lot of flood gates in some areas which do and did automatically close upon detecting the earthquake as a tsunami defense though none seems to have been hit by a tsunami in the end. Mainly the gates are anti typhoon defenses.

Actually, a LOT of tsunami gates and seawalls were hit - and then overrun. They weren't quite high enough, you see... so build the depthscrapers in mountain areas far above tsunami risk. Then install a lid anyway.

Okay then, I had seen a lot of video of areas hit and very few seems like they had any seawalls. Seawalls will never work well against a tsunami because the wave is so wide and sustained but I was just pointing them out as an example of an large moving structure that could withstand earthquakes.

The clear mega engineering solution in any case would just be to build some protective artificial barrier islands out of stone and clay while also growing a mangrove forest. Doing this work ought to be downright easy compared to a convincing people to buy apartments in the depthscraper.

All I know is that is it several thousands of time more expensive to dig a building into the ground than it is to make it taller. Look at the construction costs of say...a subway line per meter compared to an office building by meter.
Except that the subway line is horizontal and that digging gets harder/more expensive the deeper you go.
