I'd bet it does work. The problume is dropping enough of it to have any effect on somthing the size of a hurricane. Still even if it took ten thousand tons it would be a bit more sane then the nuclear bombardment option.

No, instead its feet and feet of something with the consistancy of jam/jelly at best and gelatin/Jello at worst after it starts to solidify a bit. If it's going to be deployed primarily over water, then the only people who have to worry are those on ships offshore.
