It's definitely worth researching. A propagating wave (including electromagnetic) in a plasma is only possible if its frequency is above its plasma frequency. This effect is well-known. The problems are 1) getting the plasma cold enough not to damage your aircraft and still stay a plasma, and 2) confining it around the aircraft at any significant density.
I won't believe it until I see how it is possible to overcome those problems, but, like I said, it's still worth researching.
