Good pro-nuclear arguements?

At the risk of censure for necroing a topic, might I ask if there are any good arguments RE the economics of constructing and maintaining nuclear power stations, with perhaps special reference with regard to breeder reactors? I know nothing and the problem has me stumped. Just why does it cost billions of dollars to set up a nuclear power station?

Because they're engineered to be extremely rugged and use a lot of expensive parts? Then there's all the paperwork and permits and hoop-jumping to go through to get to build the thing in the first place.

At least that's as far as I know, anyone can feel free to correct me if I'm wrong.

A big part of the expense has been that, at least in the US, just about every reactor has been a new design. However, if I remember right the next generation of reactors built here will be all the same design, which should help reduce costs in that regard.

I've been wondering lately about the relative advantages of light water vs. heavy water reactors. Here their all heavy water reactors as I believe those are the only kind CANDU makes, but I recall an editorial urging Canada to start building light water reactors for our new plants as it said it didn't have the cost overrun problems and are superior all around to heavy water.
