The problem with Canada is that that we have rather large, well armed neighbours just next door. If the US turns into a desert while Canada simultaneously gains large amount of arable land, the starving Americans aren't all going to Mexico.
Hopefully an equally desparate Mexican state takes a chunk out of them before they can get anywhere near us. A flimsy hope, but better than nothing.
