Why not? I mean, I don't know bacteria, so how does regular soap work that prevents bacteria from adapting to it?

All it is is lye or some derivation of it. It acts as a surfactant and cleans cleans off water-insoluble crap from your hands. It reduces the resources that allow bacteria to grow without changing the population interactions between microorganisms, or change the dynamics of competition within a species.
