So they are using a value gained from a blog? Sounds a bit unprofessional. Not to mention the fact that the blog is only based on the price of steel and not the energy needed to power it and the cost of getting it up there in the first place.

Well the cost will be "at least" that much. And that's still a frakking high number. To do a proper full cost analysis including energy, transportation, and engineering...the analysis itself would cost a fair bit of money. Given how the petition is something of a joke...why bother?
