Maybe cos it would be piss hard to find out where without any limits to his whereabouts, and recent information of whereabouts? Perhaps if you limited the points he could hide, it would be more possible to guess where he is at. Dunno if the 'cat' applies to this scenario. I heard that the restauraunt was the only Western style restaraunt in Baghdad- it was a fast-food joint. Can you imagine Saddam carrying a tray? He wasn't there.

There's a slight chance that's the real deal. However, Hussien has more impersonators than Elvis Presley. In fact, I'm surprised the Iraqi army didn't consist entirely of Saddam impersonators!
