c3p0 arrives on earth, today, with full personality and memory and everything.

having looked around, he decides he wants to be a u.s. citizen.

is this possible?

Not really. Too much benefit for the gov. to just take him apart. Besides, even in his time it doesn't seem like he has any real rights. I doubt he would ask for citizenship.

He couldn't, as he'd be hounded into submission by the sci-fi nerds. He'd probably be used by the government or something, but trying to reverse-engineer him would be like a 19th century watchmaker fixing a modern, digital watch.

Except that was because the language the Ewoks were speaking was just an earlier dialect of a language he already knew.

Ah-HA! So THAT'S where this was going. Quite a different question form the one you originally posted. Whether the US would grant citizenship is pretty much irrelevant to whether or not it SHOULD. Would the US? Probably not, unless C3P0 can provide similar technical information to reverse-engineering him. Should the US? Certainly, yes. Ol' C3P0 is obviously a person, just made of metal. A better one would have been R2D2, who's not so easily anthropomorphized.
