Is there a way to measure industrial capability?

I was wondering, as we've been studying the World Wars, and industrial power is a large facter, so is there a way to measure it, or do we just have to rely on Civ 1 < Civ 2?

steel output is a good baseline

GDP is another baseline to use, especially before the modern 'Information Age'

yeah, GDP is good. Steel isnt necessarilly an indicator, because what if the country imports more then produces? That would make Canada the most industrious nation, because it has the single largest exporter of steel (Ivaco Inc) as well as the worlds largest exporter, Ford Motor Company. But thats ok..
