I mean literally this is borne out of people who lack confidence that they can affect small changes in their lives that would make them happier but instead cowtow to some thought that there is a greater plan thus absolving them of any responsibility to actually effect change.
This is no different then the most rabid of religous worshippers who simply just go with the flow because God has a plan for them, and feel that apathy is the way to go.
