Stoping WWII by preventing WWI

Many Historians will say the end of WWI all but ensured an environment where a strong man like Hitler could rise to power. HItlers rise to power, his embitterment with the Jews, his ability to unite the country because it was so piss poor and bankrupt, all came from the harsh settlements of WWI.

But is there any possible way of preventing WWI? Europe was a powder keg in the middle of an arms race, everyone had itchy triggerfingers, even if you prevented the Assassination of Archduke Ferdinand, it might be inevitable something else would trigger war.

Does anyone have any good ideas of it it were possible to defuse Europe around 1914 or so, and, if war is impossible to stop, who could you talk to to impose a 'kinder gentler' ending to the war so Germany isn't plunged into economic ruin?
